RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Authorize the Director of Health or Assistant Director of Health to execute a Renewal and Amendment No. 2 to an agreement with Action Council of Monterey County, Inc., for the provision of community educational management and contracting specialized services, adding one year for a revised term of July 1, 2018, to September 30, 2023, with no change to the total contract amount of $330,000.

 

SUMMARY/DISCUSSION:

The Action Council of Monterey County, Inc. (ACMC), created in 1994, is a non-profit organization involved in creating public and private partnerships to address unmet needs within the community and to provide planning and coordination of such services. ACMA addresses the reduction in government funding for health and human services for low-income and vulnerable people. In part, their goal is to create public and private partnerships to promote economic and social justice and to initiate community dialogue and action on critical issues. ACMC acts as a fiscal agent for over two dozen coalitions of individuals who provide valuable services, which are often not available through traditional community resources. For many years, the Monterey County Health Department (MCHD) has partnered with ACMC establishing a mutual and purposeful relationship focused on the provision of valuable services to our community.

 

This Renewal and Amendment will extend Agreement No A-14011, which expired on September 30, 2022, and will ensure a continued and successful partnership with ACMS.  As stated in the Standard Agreement, the Health Department will continue to utilize ACMC’s expertise and resources to 1) secure professionals that provide specialized services and or equipment involving areas of public health concerns (e.g., public health preparedness conferences and or equipment and supplies for emergency preparedness throughout the County of Monterey); 2) coordinate summits and training in relation to a range of public health topics, such as obesity, asthma, and diabetes; and 3) other specialized services as requested by the Director of Health and or the Health Officer. An example of specialized service may involve the necessity to enter into an emergency subcontract due to a pandemic outbreak or other health threats to the residents of Monterey County. This agreement is late in being brought forward due to staffing shortages and prioritization of other agreements related to COVID-19 response.

 

This work supports the Monterey County Health Department 2018-2022 Strategic Plan Goals 1. Empower the community to improve health; 2. Enhance public health and safety through prevention. 4. Engage MCHD workforce and improve operational functions to meet current and developing populations health needs. It also supports the following of the ten essential public health services, specifically: inform, educate, and empower people about health issues; and assure competent public and personal healthcare workforce.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has agreed as to form. Auditor-Controller reviewed as to fiscal provisions.

 

FINANCING:

This Agreement for $330,000 is anticipated to be funded 100% with grant revenue from grants including Women, Infants and Children (WIC), Tobacco Control, and Preventing Violence Affecting Young Lives (PREVAYL).  Appropriations for FY 2022-23 are included in the Health Department's (HEA003-8124) FY 2022-23 Adopted Budget.
