Adopt a Resolution to:

a. Amend the FY 2026-27 Office of County Counsel Adopted Budget (Department 1210, Unit 121002) to reallocate one (1) Risk Management Analyst II to one (1) Risk Management Analyst III, as indicated in Attachment A, effective October 17, 2026; and

b. Direct the County Administrative Office and Auditor-Controller to incorporate the approved position changes in the FY 2026-27 Adopted Budget and the Human Resources Department to implement the changes in the Advantage Human Resources Management (HRM) system.

RECOMMENDATION:

It is recommended that the Board of Supervisors consider adopting a Resolution to:

a.  Amend the FY 2026-27 Office of County Counsel Adopted Budget (Department 1210, Unit 121002) to reallocate one (1) Risk Management Analyst II to one (1) Risk Management Analyst III, as indicated in Attachment A, effective October 17, 2026; and

b.  Direct the County Administrative Office and Auditor-Controller to incorporate the approved position changes in the FY 2026-27 Adopted Budget and the Human Resources Department to implement the changes in the Advantage Human Resources Management (HRM) system.

                    

SUMMARY:

The Office of the County Counsel submitted a Request to Classify (RTC) to reallocate one (1) Risk Management Analyst II to one (1) Risk Management Analyst III in its Risk Management Division. A review of the identified essential job duties, scope of work, complexity, and consequence of error were found to most closely align with the Risk Management Analyst III classification.

 

The Office currently has one (1) filled Risk Management Analyst II and recommends for the position to be reallocated to a Risk Management Analyst III to more appropriately staff the Risk Management Division.

 

DISCUSSION:

The Office of the County Counsel submitted a Request to Classify (RTC) to reallocate one (1) Risk Management Analyst II to one (1) Risk Management Analyst III in its Risk Management Division. A review and analysis of the division identified the need for a dedicated full-time position to provide day-to-day supervision while also performing the most complex work of the division. A review of the identified essential job duties, scope of work, complexity, and consequence of error were found to most closely align with the Risk Management Analyst III classification.

 

 

Therefore, the Office of the County Counsel recommends that the Board of Supervisors reallocate the position from Risk Management Analyst II to Risk Management Analyst III.

 

OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:

The County Administrative Office, County Counsel, and Human Resources Department concur with the recommendations.

 

FINANCING:

Approval of the recommended action would result in a minimal change to the estimated salary and benefit cost for the remainder of the Fiscal Year 2026-27 and the Office would be able to absorb the estimated increase in their budget.
