a. Adopt a resolution to authorize the application for and acceptance of the Housing Navigators Program (HNP) Round 2 allocation award in the amount of $34,595 to be spent by June 30, 2024 for the support of housing navigators to help young adults 18- 21 years of age secure and maintain housing, with priority given to young adults in the foster care system; and
b. Authorize the Director of Social Services to act on behalf of the County in connection with the HNP Round 2 allocation award and to enter into, execute, and deliver any and all documents required or deemed necessary or appropriate to be awarded the HNP Round 2 allocation award, and all amendments thereto; and
c. Agree that the County shall be subject to the terms and conditions that are specified in the HNP Round 2 allocation award documents, and that applicant will use the HNP Round 2 allocation award funds in accordance with the Allocation Acceptance form, the HNP allocation award documents, and any and all other HNP requirements, and other applicable laws.

RECOMMENDATION:
It is recommended that the Board of Supervisors adopt a resolution to:
a. Authorize the application for and acceptance of the Housing Navigators Program (HNP) Round 2 allocation award in the amount of $34,595 to be spent by June 30, 2024 for the support of housing navigators to help young adults 18-21 years of age secure and maintain housing, with priority given to adults in the foster care system; and
b. Authorize the Director of Social Services to act on behalf of the County in connection with the HNP Round 2 allocation award and to enter into, execute, and deliver any and all documents required or deemed necessary or appropriate to be awarded the HNP Round 2 allocation award, and all amendments thereto; and
d. SUMMARY/DISCUSSION:
Pursuant to item 2240-103-0001 of Section 2.00 of the Budget Act of 2019 (SB 109), as amended by Section 2.00 of Chapter 21 of the Statues of 2021 (AB 128), the Department of Housing and Community Development (HCD) continues to allocate funding to counties for use by child welfare services agencies for the support of housing navigators to help young adults aged 18 years and up to 21 years secure and maintain housing, with priority given to young adults in the foster care system. The county may use the funding to provide housing navigation services directly or through a contract with other housing assistance programs in the county. Monterey County’s allocation of $34,595 is based on each county's percentage of the total statewide number of young adults aged 18 to 21 years in foster care. The housing navigator may assist young adults to secure and maintain housing, provide housing case management, prevent young adults from becoming homeless, and improve coordination of services for housing resources.
The county was previously allocated funding in the amount of $34,595 through HNP Round 1. This Round 2 allocation provides additional funding for the provision of housing navigation services for young adults in foster care.
The allocation acceptance form was originally being prepared to be sent to HCD prior to the initial due date of November 12, 2021 under a Board Order authorizing the DSS Director to execute specified recurring state funding agreements. HCD informed the Department they would not accept the Board Order and would require a separate Resolution specific to HNP. In addition, the state changed their required forms which caused a delay. The state has given the Department an extension to obtain an approved Resolution and return the signed Allocation Acceptance form.

FINANCING:
This is a State allocation for $34,595 through June 30, 2024. Appropriations and revenues will be incorporated into the future FY 2022-23 and FY 2023-24 budget cycles.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by allowing the Department of Social Services to provide services to transitional age youth.
