Acting on behalf of County Service Area 17 - Rancho Tierra Grande:
a. Accept report on financial condition of County Service Area 17 - Rancho Tierra Grande;
b. Authorize the Auditor-Controller to amend the FY 2012-13 Budget for County Service Area 17 - Rancho Tierra Grande, Fund 057, Appropriation Unit RMA053, Account 6613 by increasing appropriations by $20,000 (4/5th vote required); and

RECOMMENDATION:
It is recommended that the Board of Supervisors acting on behalf of County Service Area 17 - Rancho Tierra Grande:
 
a. Accept report on financial condition of County Service Area 17 - Rancho Tierra Grande;
 
b. Authorize the Auditor-Controller to amend the FY 2012-13 Budget for County Service Area 17 - Rancho Tierra Grande, Fund 057, Appropriation Unit RMA053, Account 6613 by increasing appropriations by $20,000 (4/5th vote required); and
 
c. Authorize the Auditor-Controller to incorporate approved appropriations and estimated revenue modifications to the FY 2012-13 Budget.
 
SUMMARY/DISCUSSION:
County Service Area 17 - Rancho Tierra Grande (CSA 17) was established to provide Storm Drain and Surface Water Disposal, as well as Open Space Maintenance services.
 
On June 26, 2012, the Board of Supervisors adopted the Budget for the County of Monterey which included the 2012-13 Budget for CSA 17.  The budget included total appropriations of $10,218.  There is a need to increase the appropriations in the current fiscal year (FY 2012-13) by $20,000 to provide for engineering services that are not currently budgeted.  The additional funds are needed to allow Public Works staff to work with an engineering consultant under an existing agreement to provide supplemental engineering services to offset excess work load.  The engineering consultant will be completing a back logged drainage project that impacts public safety.
 
OTHER AGENCY INVOLVEMENT:
None.
 
 
FINANCING:
There is no financial impact to the General Fund.  Currently, there is $125,019 in the unappropriated fund balance of CSA 17.  The proposed Board action would reduce that amount to $105,019.  This is sufficient to meet reserve needs for the balance of the fiscal year.
