RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Emergency Communications Department to sign an agreement with Tablet Command, Inc. in an amount not to exceed $387,750 effective January 15, 2025 and continuing for a term of three (3) years, for fire incident management software;

b. Accept nonstandard terms as recommended by the Director of the Emergency Communications Department;

c. Authorize the Director of the Emergency Communications Department to sign up to three (3) additional amendments to this Agreement where the amendments do not significantly change the scope of services and do not add more than 10% ($38,775) of the original agreement amount for a maximum aggregate agreement total of $426,525; and

d. SUMMARY/DISCUSSION:
The Monterey County Fire Chiefs Association requested that the Dedicated Fire Dispatch (DFD) subcommittee evaluate Tablet Command as a potential incident management tool for Monterey County Fire Agencies.  Through multiple presentations and working group meetings, the subcommittee evaluating the product determined it will enhance our capabilities as a County and can be integrated with the existing Computer Aided Dispatch system software/hardware.   

 

Tablet Command is designed to be an integral tool in emergency response efforts, providing real-time data that is crucial for managing incidents effectively. With its intuitive interface and robust functionality, Tablet Command facilitates a streamlined command and control environment that allows incident commanders to make informed decisions quickly. This directly contributes to improved safety for both the public and emergency personnel.  Incorporating Tablet Command into the operational toolkit enables a comprehensive awareness of the incident scene, allowing for a coordinated response under the most demanding conditions. The platform integrates seamlessly with existing systems, ensuring that critical information is disseminated across all levels of the operation without delay.

 

The Monterey County Emergency Communications Department will be holding the agreement for Tablet Command and multiple fire departments within the County will be the end users of the product.  The first-year costs are anticipated to be $148,250 which includes $28,500 of one-time implementation costs.  The entire cost will be collected from the participating fire agencies and billed under the authority of the 9-1-1 Services Agreement to which all participating agencies are party to. 

 

OTHER AGENCY INVOLVEMENT:

The Emergency Communications Department Executive Board has reviewed and approved this action.  The County Budget Office has reviewed this recommendation.  County Counsel has reviewed and approved this contract as to legal form.  Risk Management has reviewed this agreement.  The Auditor-Controller will not approve this contract due to non-standard payment provisions. 

 

The Board of Supervisors Budget Committee supports this requested revenue and appropriations increase.

The following agencies are the initial participating agencies in the initial roll out of Tablet Command: Greenfield Fire, Marina Fire, Monterey Fire, Monterey County Regional Fire, North County Fire, Salinas Fire, Seaside Fire, and Soledad Fire (CAL FIRE BEU). 

 

FINANCING:

This action will not result in any additional cost to the general fund or any County Departments.  The entire cost of the agreement will be collected from the participating fire departments.

This action meets the Board’s Public Safety Strategic Initiatives and demonstrates the County’s commitment to meeting the Board’s strategic initiative of Public Safety and Administration that supports the mission of Monterey County.
