RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Ratify the submittal of a grant application by the Monterey County Health Department to the Investment in Mental Health Wellness Grant Program for Children and Youth (“Grant Program”) of the California Health Facilities Financing Authority (“CHFFA”) in the amount of $485,275.90 for funding Mobile Crisis Support Team services; and

b. SUMMARY/DISCUSSION:

CHFFA has awarded to the Monterey County Health Department, Behavioral Health Bureau (Behavioral Health) an “Investment in Mental Health Wellness Grant Program for Children and Youth” in the amount of $485,275.90.  The Grant will fund the development and implementation of a Mobile Crisis Support Team (MCST) program.  The MCST program will be available to respond to children and youth with psychiatric emergencies via phone and in-person and provide appropriate crisis support and intervention to address and divert psychiatric crises before major impacts on their safety and stability occur. 

 

The goal of the MCST program is to increase access to a continuum of mental health services and supports, specifically access to youth-specific crisis support that will effectively address the behavioral health needs of youth and families in their communities, and reduce the volume and frequency of other more restrictive and less appropriate services, including inpatient hospitalizations or law enforcement involvement.  While Behavioral Health’s current Mobile Crisis Response Team partners with law enforcement to respond to adult individuals experiencing severe behavioral health crises, there is a gap in mobile crisis support services available for individuals under age 18 with acute psychiatric needs.  Through this Grant funded project the County anticipates responding to 200 calls for children and youth in crisis per year. 

 

This work supports the following Monterey County Health Department 2018-2022 Strategic Plan Initiative: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel-Risk Management and the Auditor-Controller have reviewed and approved this Grant Agreement as to legal form and fiscal provisions respectively.

 

FINANCING:

 

The Grant provides $485,275.90 for May 30, 2019 - June 30, 2021. Additionally, the MCST program will be funded by Federal Participation (FFP) and Mental Health Services Act (MHSA) funds to assist with the launch and sustainability of the program.  Due to the timing of the grant award there is no provision for the related program activities in the Department’s FY 2019-20 Adopted Budget.   The Department will monitor expenditures and will evaluate the need to increase appropriations at mid-year.  For FY 2020-21, provision for grant activities will be included in the Health Department, Behavioral Health Bureau (HEA012, Unit 8410) FY 2020-21 Requested Budget.
