Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health or Assistant Director of Health to execute Amendment No. 2 to Substance Use Disorder Agreement A-15451 between the County of Monterey and Sun Street Centers for the provision of Proposition 47 Cohort-2 alcohol and drug recovery services retroactive to July 1, 2022, to decrease FY 2021-22 funding amount by $45,000 and to increase Fiscal Year (FY) 2022-23 funding amount by $45,993 for a new total Agreement amount not to exceed $11,660,756 for the full-term July 1, 2021 - June 30, 2023.

SUMMARY/DISCUSSION:

The County currently has Agreement A-15451 for a current contracted dollar amount of $11,659,763. This Amendment No. 2 shifts unused FY 2021-22 Proposition 47 grant funding for continued SUD services for FY 2022-23. The movement of funding ensures that grant monies are not reverted back to the State and that we utilize these funds locally to enhance and expand the King City site and continue Prop 47 grant-funded services. This Amendment is retroactive due to the delay in the approval of the County’s budget change proposal submitted to our grantor the Bureau of State and Community Corrections.

This Agreement contains the County’s standard 30-day “no cause” and termination for “cause” provisions (Section 5) and a defunding provision (Section 6), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

This work supports the Monterey County Health Department 2018-2022 Strategic Plan Goal(s):3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel-Risk Management and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively.

FINANCING:

This Agreement is funded by 41% Federal SABG, 12% Drug Medi-Cal, 22% State Funds Behavioral Health Sub Account, 12% AB 109, and 13% Other Non-State/Non-Federal funds.   The funds for FY 2022-23 are included in the Health Department Behavioral Health (HEA012, Unit 8410) FY 2022-23 Approved Budget. Approval of this action has no impact on the County General Fund.
