a. RECOMMENDATION:

 

It is recommended the Board of Supervisors:

 

a. Authorize the Deputy Purchasing Agent for Natividad Medical Center (NMC) or his designee to execute an agreement with Center for Improvement in Healthcare Quality (CIHQ) for on site, Joint Commission mock survey services at NMC for an amount not to exceed $20,000 with an agreement term September 20, 2019 through September 19, 2022.

b. Approve the NMC Chief Executive Officer’s recommendation to accept non-standard insurance and limitations on damages provisions within the agreement.

 

SUMMARY/DISCUSSION:

 

CIHQ is an accreditation organization that provides on-site consulting services to hospitals for the purpose of regulatory survey readiness assessment and preparation. CIHQ is a comprehensive program that is designed to ensure a successful Joint Commission accreditation survey which is anticipated to occur at Natividad in June or July of 2020.

 

The first CIHQ mock survey will be conducted on October 29-30 in 2019.  This survey will focus on the Environment of Care standards that include Life Safety, Emergency Preparedness, and Building Safety.

 

The second CIHQ mock survey will be conducted on January 29-31 in 2020.  This survey will focus on the clinical aspects of a Joint Commission survey.  This is a more extensive survey that will encompass Provision of Care, National Patient Safety Goals, Infection Prevention, Medication Management, Waived Testing, Performance Improvement, Information Management, and Medical Staff standards.

 

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel reviewed and approved this agreement as to legal form, but not as to insurance provisions and the Auditor-Controller reviewed and approved as to payment provisions. The agreement was reviewed and approved by NMC’s Finance Committee on 07/25/19 and by its Board of Trustees on 08/02/19.

 

FINANCING:

 

The cost for this agreement is $20,000 of which $19,000 is included in the Fiscal Year 2019-20 Adopted Budget. Amounts for remaining years of the agreement will be included in those budgets as appropriate.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

 

Maintaining The Joint Commission accreditation is vital to Natividad.  Many of our professional and insurance contracts require TJC accreditation.   TJC is recognized world-wide as a symbol of quality which reflects our commitment to ensure that evidence-based quality and safety standards are followed.
