RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services to execute a funding agreement, retroactively to November 1, 2020 through December 31, 2021 with the City and County of San Francisco, a municipal corporation, in its capacity as fiscal agent for the approval authority acting by and through the San Francisco Department of Emergency Management to receive $135,600 to purchase emergency shelter stand-up kits and cots to enhance regional mass care resources.

 

SUMMARY/DISCUSSION:

The Bay Area Urban Areas Security Initiative (UASI) Program provides funding through a grant award by the Department of Homeland Security/Federal Emergency Management Agency (DHS/FEMA) and is designed to assist high-threat, high-density Urban Areas in efforts to build, sustain, and deliver the capabilities necessary to prevent, protect against, mitigate, respond to, and recover from acts of terrorism. Each year, planning efforts for the Bay Area grant program begin before the release of grant funds. Therefore, eligible application amounts are based on the preceding year’s award. The Bay Area UASI conducts a project proposal process and agencies are required to submit applications into the online WebGrants system. In October 2019 and in coordination with the Monterey County Office of Emergency Services, the Department of Social Services submitted a project before the USAI for the acquisition of emergency 1) Shelter Stand Up Kits and 2) Cots intended for shelters opened and operated in the Monterey County Operational Area or upon mutual aid request to San Benito County or Santa Cruz County, and/or other counties in the Bay Area Social Services Consortium. This project and funding request were recently approved by the UASI Management Team.

 

When a shelter is opened, those who have been displaced by a disaster receive reception and registration services. These Shelter Stand-up Kits consist of supplies needed to rapidly open a shelter to begin intake and registration of community members who have been displaced. Organizing the shelter to provide service to residents requires many tasks including acquiring necessary supplies and equipment. Cots will be utilized for over-night shelter residents and include the accommodation of people with disabilities, access, and functional needs. These kits and cots will be strategically placed, per local jurisdiction and with the County, thereby enhancing our response time to set up shelters and to meet the needs of the entire operational area.

 

This project application was submitted in 2019 and was recently awarded in November 2020 to purchase cots and shelter stand-up kits only.  These resources are critically needed with regard to proper response to wildfire and other disasters by enhancing our capacity in various locations to strategically, it will enhance our regional capability to provide quality mass care resources to our communities and rapid human services, which are key to long-term resilience, in any disaster.

 

OTHER AGENCY INVOLVEMENT:

Coordination and planning in close partnership with the Monterey County Office of Emergency Services. The Auditor Controller and Contracts Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.

 

FINANCING:

This agreement is a federal funding award provided by the Bay Area Urban Areas Security Initiative Program through a grant award number #2020-0095 by the Department of Homeland Security/Federal Emergency Management Agency.  Sufficient revenue and appropriations in SOC005 are included in the FY2020-21 Adopted Budget.

This action correlates to the Public Safety and Health & Human Services Strategic Initiatives adopted by the Board of Supervisors by supporting the Department in enhancement of regional capability to provide quality mass care resources to our communities.
