RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign a Standard Agreement with Monterey County Health Department and Access Support Network (ASN) in the amount of $215,239 for the provision of on-medical case management services, housing assistance, insurance premium and share of cost assistance, and other supportive programs for individuals living with HIV for the period of November 23, 2015, to March 31, 2016.

 

SUMMARY/DISCUSSION:

The Monterey County Health Department continues to provide HIV/AIDS Services for individuals and communities in Monterey County. The Access Support Network (ASN) serves the San Luis Obispo County and Monterey County communities, assisting individuals affected by HIV/AIDS and Hepatitis C. ASN offers testing and prevention education opportunities for various groups throughout the community. ASN offers needed services and connections to guard against homelessness and against lapses of medication and healthcare coverage.

 

Monterey County Health Department seeks to enter into an Agreement with ASN. The ASN staff and board endorse the expansion of their supportive services program to residents living with HIV/AIDS. The ASN and Monterey County Health Department strive to improve the quality of life and independence of its clients by providing support on an individual basis.  The Agreement is financed through an amendment of a current contract between the Monterey County Health Department and the California Department of Public Health (CDPH) for Ryan White Part B funding. It is subject to the terms of the original contract with the CDPH, including termination with 30 days’ notice should funds no longer be available from CDPH. The Director of Health supports initiating this agreement prior to the receipt of the CDPH amended contract to avoid delay in providing these important services. The Health Department seeks to enter into a total of two agreements because they are funded by different grants and accordingly require different start and end dates.  The Health Departments notifies the Board that the spending for this individual vendor exceeds $100,000 per contract as well as in the aggregate.

 

This work supports the Monterey County Health Department 2011-2015 Strategic Plan Initiative: 1. Empower the community to improve health through programs, policies, and activities. Additionally, this work supports two of the 10 Essential Public Health Services:  3. Inform, educate and empower people about health issues; and 4. Mobilize community partnerships and action to identify and solve health problems.

 

OTHER AGENCY INVOLVEMENT:

County Counsel, Risk Management, and the Auditor-Controller have reviewed and approved this Agreement as to legal form, liability and fiscal provisions respectively.  Due to late submission the Budget & Analysis Division was unable to review.

 

FINANCING:

 

There are sufficient appropriations in Health Department’s Public Health (HEA003) Adopted Budget for FY 2015-16 to accommodate this action. The requested contract is grant funded.
