RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Parks to execute an Agreement with Cotton Shires and Associates, Inc. on behalf of the County of Monterey, to develop geological investigation, analysis and engineered design alternatives for the lower sloped area adjacent to and below Turn 6 of the racetrack at Laguna Seca Recreation Area, in the amount not to exceed $139,972 for the period of July 1, 2015 through June 30, 2017.
SUMMARY:
The Parks Department is requesting the Board of Supervisors to approve and authorize the execution of an Agreement on behalf of the County of Monterey with Cotton Shires and Associates, Inc., to develop geological investigation, analysis and engineered design alternatives for the lower sloped area adjacent to and below Turn 6 of the racetrack at Laguna Seca Recreation Area, and down slope onto Bureau of Land Management property, in Monterey County, California, for the period of July 1, 2015 through June 30, 2017
DISCUSSION:
The project is to provide a geotechnical evaluation by analyzing the existing landscape, its hazards and level of risk, in order to develop recommendations for drainage solutions, slope stabilization and remediation efforts to protect the racetrack from potential slope failure while also improving environmental conditions in the down slope area on BLM property. The report shall conclude with proposals for cost effective mitigations consisting of feasible design alternatives. The project shall also address erosion control, native plant restoration and other environmental considerations to complete CEQA/NEPA requirements.
OTHER AGENCY INVOLVEMENT:
The agreement has been approved as to form by County Counsel, Auditor, Contracts and Purchasing, and Risk Management.
FINANCING:
Funding for this agreement is included in the FY 15-16 modified budget for Parks Department 7500, Unit 8146, Appropriation PAR001.
