Approve and authorize the Director of Health Services or designee to execute Amendment No. 1 to the Standard Agreement with K&D Landscaping, Inc., for the provision of landscaping services for various Health Department facilities, to add $252,752 for a new total Agreement amount of $423,152 and extend the term an additional three years for a new term of September 1, 2024 through September 30, 2030; and
b. Approve and authorize the Director of Health Services or designee to execute up to two future amendments that do not exceed 10% ($17,040) of the original Agreement amount, do not significantly alter the scope of services, and do not exceed the maximum amount of $440,192.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health Services or designee to execute Amendment No. 1 to the Standard Agreement with K&D Landscaping, Inc., for the provision of landscaping services for various Health Department facilities, to add $252,752 for a new total Agreement amount of $423,152 and extend the term an additional three years for a new term of September 1, 2024 through September 30, 2030; and

SUMMARY:
The County of Monterey Health Department relies on regular landscaping and grounds maintenance to keep its facilities safe, clean, and welcoming for the patients, staff, and community members it serves. The Health Department maintains a Standard Agreement with K&D Landscaping, Inc., a qualified contractor awarded a Countywide Service Agreement through Request for Proposals (RFP) #10903, which currently provides landscaping and grounds maintenance at the Alisal Integrated Health Center. Amendment No. 1 expands the Agreement to add landscaping services for the Seaside Family Health Center clinic and to establish emergency funds for unforeseen or emergency landscaping needs, maintaining continuity of service across both sites.
DISCUSSION:
Reliable landscaping and grounds maintenance is part of the ongoing upkeep that keeps the Health Department's facilities functioning effectively and sustainably over time. Maintaining the grounds at the Department's clinic sites protects County facility assets, reduces safety hazards for patients, staff, and visitors, and preserves safe, accessible, and professional environments in which health services are delivered. Continuing and expanding this Agreement ensures these facilities remain well-maintained without interruption, supporting the effective and sustainable operation of the Department's sites.
Well-maintained, accessible grounds also help ensure that community members can readily reach and enter the Department's clinic sites, supporting the Department's ability to link people to the personal health services they need. By keeping the Alisal Integrated Health Center and the Seaside Family Health Center clinic safe and accessible, this work supports continued, uninterrupted access to care for the communities these sites serve.
This work supports the County of Monterey Health Department 2025-2028 Strategic Plan Goal(s): 3. Deepen Organizational Effectiveness and Support Long-Term Sustainability. It also supports the following of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel and the Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.
FINANCING:
There will be no impact to the General Fund from approval of this action. There are sufficient appropriations in the Health Department’s Fiscal Year (FY) 2026-27 Adopted Budgets for the Administration, Behavioral Health, and Clinic Services Bureaus (1001-HEA100-400001, 1310-HEA103-400005, and 1001-HEA106-400008 respectively). For the FYs out, provisions will be made in the Requested Budget for the appropriate year.

This Agreement provides for the ongoing landscaping and grounds maintenance of Health Department facilities, sustaining safe, clean, and well-maintained County infrastructure that supports the delivery of health services and contributes to the well-being and quality of life of the patients, staff, and community members served at these sites.
