RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign sole-source Agreement with Jesse Aguirre, Doing Business as J.K. Mortuary Services for on-call pick up, transport and delivery of deceased remains for the coroner for the period of July 1, 2022 - June 30, 2025, in the amount of $600,000; and

b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign two (2) one (1) year amendments to the agreement where the amendments do not significantly change the scope of work, and where the cost of the amendment does not exceed $200,000 plus 10% of the total contract amount.

 

SUMMARY/DISCUSSION:

The Sheriff/Coroner’s Office requests approval of this Agreement for on-call pick-up, transport and delivery of deceased remains requiring autopsy to the County Coroner.

 

In Monterey County, the Sheriff position is a combined Sheriff/Coroner position and the Sheriff, therefore, is responsible for Coroner job function. The Deputies working within the Coroner’s Office are charged with investigation and autopsy of any reportable or unexplainable death(s) and must determine the cause and manner of the death.

 

The Sheriff’s Office has looked at different options:  most of the mortuaries in the County utilize J.K. Mortuary so they are unable to provide the transportation service to MCSO, some do their own transportation and are not interested in providing the service for MCSO.  MCSO has reached out to surrounding Counties and they are only willing to service their own Counties

 

For the last few years, the transportation of deceased remains has been provided by Jesse Aguirre dba J.K. Mortuary Services. a sole proprietor-owned company.  J.K. Mortuary Services continues to provide mortuary transport services in this County, and therefore, has personnel and equipment in place within the County.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has approved as to legal form, and the Auditor Controller has approved the fiscal provisions.

 

FINANCING:

The cost of this contract is included in the FY 2021-22 approved budget. The cost for FY 2022-23 was included in the FY2022-23 Adopted Budget. There will be no increase in General Fund Contribution in the current fiscal year resulting from this Board action.
