a. Approve a Professional Services Agreement with TRC Engineers, Inc. to provide bridge design services for Gonzales River Road Bridge Replacement, County Bridge No. 309, under Request for Qualifications #10490, in an amount not to exceed $999,823 for a period of three (3) years, with the option to extend the Agreement for two (2) additional one (1) year period(s); and
b. Approve a Professional Services Agreement with TRC Engineers, Inc. to provide bridge design services for Bradley Road Bridge Scour Repair, County Bridge No. 448, under Request for Qualifications #10490, in an amount not to exceed $495,247 for a period of three (3) years, with the option to extend the Agreement for two (2) additional one (1) year period(s); and
c. Approve a Professional Services Agreement with TRC Engineers, Inc. to provide bridge design services for Robinson Road Bridge Scour Repair, County Bridge No. 503, under Request for Qualifications #10490, in an amount not to exceed $496,669 for a period of three (3) years, with the option to extend the Agreement for two (2) additional one (1) year period(s); and
d. Authorize the Contracts/Purchasing Officer to execute the Professional Services Agreements and future amendments that do not significantly alter the scope of work or change the approved amount of the Agreements.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve a Professional Services Agreement with TRC Engineers, Inc. to provide bridge design services for Gonzales River Road Bridge Replacement, County Bridge No. 309, under Request for Qualifications #10490, in an amount not to exceed $999,823 for a period of three (3) years, with the option to extend the Agreement for two (2) additional one (1) year period(s); and
b. Approve a Professional Services Agreement with TRC Engineers, Inc. to provide bridge design services for Bradley Road Bridge Scour Repair, County Bridge No. 448, under Request for Qualifications #10490, in an amount not to exceed $495,247 for a period of three (3) years, with the option to extend the Agreement for two (2) additional one (1) year period(s); and
c. Approve a Professional Services Agreement with TRC Engineers, Inc. to provide bridge design services for Robinson Road Bridge Scour Repair, County Bridge No. 503, under Request for Qualifications #10490, in an amount not to exceed $496,669 for a period of three (3) years, with the option to extend the Agreement for two (2) additional one (1) year period(s); and
d. Authorize the Contracts/Purchasing Officer to execute the Professional Services Agreements and future amendments that do not significantly alter the scope of work or change the approved amount of the Agreements.
SUMMARY/DISCUSSION:
In order to expedite project delivery, the Resource Management Agency (RMA) - Public Works has started to group similar projects together and hire one consultant team to move these projects through the design, environmental, permitting, and right of way phases simultaneously. Grouping similar projects increases efficiency, provides economies of scale, and allows County staff to manage multiple projects through to completion.
To this end, Request for Qualification (RFQ) #10490 was issued for five (5) projects: Gonzales River Road Bridge Replacement, County Bridge No. 309, Bradley Road Bridge Scour Repair, County Bridge No. 448, Robinson Road Bridge Scour Repair, County Bridge No. 503, Johnson Road Bridge Replacement, County Bridge No. 106, and Hartnell Road Bridge Replacement, County Bridge No. 209. As a result of this competitive process, a design team headed by TRC Engineers (design) and including LSA Associates (environmental & permits), WRECO (hydrology), Whitson & Associates (survey & right of way) were selected.
The County and TRC have negotiated PSA costs for the Gonzales River Road Bridge Replacement in an amount not to exceed $999,823, for the Bradley Road Bridge Scour Repair in an amount not to exceed $495,247, and for the Robinson Road Bridge Scour Repair in an amount not to exceed $496,669. At this time, the County and TRC are finalizing PSA negotiations for Johnson Road Bridge Replacement and Hartnell Road Bridge Replacement. The estimated costs for design services for Johnson Road Bridge and Hartnell Road Bridge Replacement are $580,000 and $555,000 respectively and final contracts for these two projects will be coming to the Board in the next few weeks for approval.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel and Auditor-Controller have reviewed and approved the PSAs for Gonzales River Road Bridge Replacement, Bradley Road Bridge Scour Repair, and Robinson Road Bridge Scour Repair as to form and legality, and fiscal provisions, respectively. The PSAs for Johnson Road Bridge Replacement and Hartnell Road Bridge Replacement will be presented to the Office of the County Counsel and Auditor-Controller and presented to the Board of Supervisors for approval as soon as the PSA negotiations have been finalized.
FINANCING:
There is no impact to the General Fund. The County has secured Federal Highway Administration (FHWA) funding for the identified priority bridge projects as outlined in Attachment 4, Project Budgets. The Adopted Fiscal Year 2104-15 includes funding to initiate project design services. Fiscal Years 2015-19 will incorporate the remaining costs for these multi-year projects. The total estimated cost of each Project, including engineering, environmental and construction is as follows: Gonzales River Road Bridge Replacement, $8,695,051; Bradley Road Bridge Scour Repair, $964,645; Robinson Road Bridge Scour Repair, $1,475,488; Johnson Road Bridge Replacement, $2,756,821; and Hartnell Road Bridge Replacement, $2,802,508. Each project is partially funded (88.53%) by the FHWA Highway Bridge Replacement and Rehabilitation (HBRR) Program. Additional funds (11.47%) are provided by either the HBRR Toll Credit or Gas Tax.
