RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Accept a federal grant award in the amount of $32,400 allocated to Monterey County Probation by the Board of State and Community Corrections to provide mental health-related training to Standards and Training for Corrections (STC) eligible staff from May 1, 2019 through September 30, 2020; and

SUMMARY:

The Probation Department recommends accepting a federal grant award in the amount of $32,400 allocated to Monterey County Probation by the Board of State and Community Corrections to provide mental health related training to Standards and Training for Corrections (STC) eligible staff from May 1, 2019 through September 30, 2020.

DISCUSSION:

The Board of State and Community Corrections (BSCC) is providing $7 million for local corrections agencies for a statewide mental health training initiative funded by the federal Edward Byrne Memorial Justice Assistance Grant (JAG) Program.

The funding is distributed on a per capita basis to local sheriff departments, police departments and probation agencies for mental health related training delivered to their Standards and Training for Corrections (STC) eligible staff and is retroactive from May 1, 2019 through September 30, 2020.

The funds, available through the BSCC, will be distributed in two priority areas:

1.                     Mental health related training for local corrections staff

2.                     Instructor training for the new Behavioral Health training included in all three STC core training programs (Juvenile Corrections Officer, Adult Corrections Officer, and Deputy Probation Officer).

The Monterey County Probation was very recently notified that it has been allocated funding in the amount of $32,400 for the grant period ending on September 30, 2020 and retroactive, as required by the State, to May 1, 2019

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed the State’s Standard Agreement needed to accept the award.

FINANCING:

The Monterey County Probation has been allocated funding in the amount of $32,400 for the grant period ending on September 20, 2020, retroactive to May 1, 2019. Probation anticipates that these grant expenditures will remain within existing FY 19-20 appropriations limits due to savings in other areas. There is no cost to the County General Fund with the recommended action.

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This recommendation supports the Board of Supervisor Strategic Initiatives of: 1) Administration in the area of staff development; 2) Public Safety by providing professionally appropriate mental health training to officers for the supervision of clients.
