a. Approve Amendment No. 3 to Professional Services Agreement MYA#3000*183 with Kleinfelder West, Inc. to continue to provide on-call geotechnical engineering services (RFQ #10249), in the amount of $50,000 for a total amount not to exceed $150,000 for a term to September 1, 2014, with the option to extend the Agreement for two (2) additional one (1) year periods, in accordance with the terms and conditions of the Agreement;
b. Approve Amendment No. 2 to Professional Services Agreement MYA#3000*186 with Pacific Crest Engineering, Inc., to Professional Services Agreement MYA#3000*187 with Professional Service Industries, Inc., to Professional Services Agreement MYA#3000*188 with RMA Group, Inc., and to Professional Services Agreement MYA#3000*192 with Twining, Inc. to continue to provide on-call geotechnical engineering services (RFQ #10249), in the amount of $50,000 for a total amount not to exceed $150,000 for a term to September 1, 2014, with the option to extend the Agreement for two (2) additional one (1) year periods, in accordance with the terms and conditions of the Agreement; and
c. Authorize the Contracts/Purchasing Officer to execute the Amendments to the Professional Services Agreements and up to three (3) future amendments to these Agreements where the amendments do not significantly alter the scope of work or change the approved Agreement amounts.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve Amendment No. 3 to Professional Services Agreement MYA#3000*183 with Kleinfelder West, Inc. to continue to provide on-call geotechnical engineering services (RFQ #10249), in the amount of $50,000 for a total amount not to exceed $150,000 for a term to September 1, 2014, with the option to extend the Agreement for two (2) additional one (1) year periods, in accordance with the terms and conditions of the Agreement;
b. Approve Amendment No. 2 to Professional Services Agreement MYA#3000*186 with Pacific Crest Engineering, Inc., to Professional Services Agreement MYA#3000*187 with Professional Service Industries, Inc., to Professional Services Agreement MYA#3000*188 with RMA Group, Inc., and to Professional Services Agreement MYA#3000*192 with Twining, Inc. to continue to provide on-call geotechnical engineering services (RFQ #10249), in the amount of $50,000 for a total amount not to exceed $150,000 for a term to September 1, 2014, with the option to extend the Agreement for two (2) additional one (1) year periods, in accordance with the terms and conditions of the Agreement; and
c. Authorize the Contracts/Purchasing Officer to execute the Amendments to the Professional Services Agreements and up to three (3) future amendments to these Agreements where the amendments do not significantly alter the scope of work or change the approved Agreement amounts.
SUMMARY/DISCUSSION:
On September 12, 2011, the Contracts/Purchasing Officer executed Professional Services Agreements (PSA) with Kleinfelder West, Inc. (MYA#3000*183), Pacific Crest Engineering, Inc. (MYA#3000*186), Professional Service Industries, Inc. (MYA#3000*187), RMA Group, Inc. (MYA#3000*188), and Twining, Inc. (MYA #3000*192) in the amount of $100,000 each to provide on-call geotechnical engineering services for the Resource Management Agency (RMA) - Public Works under Request for Qualifications (RFQ) #10249. Kleinfelder West, Inc., Pacific Crest Engineering, Inc., Professional Service Industries, Inc., RMA Group, Inc., and Twining, Inc. were selected and hired for their expertise and capabilities necessary to provide these services through a competitive selection process in accordance with County policies (under RFQ #10249) for an amount not to exceed $100,000 each with a term from September 1, 2011 to September 1, 2013, with the option to extend the Agreements for three (3) additional one (1) year periods.
On April 1, 2013, the Contracts/Purchasing Officer executed Amendment No. 1 to the PSA with Kleinfelder West, Inc. to replace Exhibit B - Federal Provisions with Exhibit B - 1 - Federal Provisions due to the Department of Transportation's (Caltrans) revisions to the Underutilized Disadvantaged Business Enterprise (UDBE) requirements of the Federal Provisions in the Caltrans Local Assistance Procedures Manual (LAPM).
On August 30, 2013, the Contracts/Purchasing Officer executed Amendment No. 2 to the PSA with Kleinfelder West, Inc., and Amendment No. 1 to the PSAs with Pacific Crest Engineering, Professional Service Industries, Inc., RMA Group, Inc., and Twining, Inc. to extend the term of the Agreements from September 1, 2013 to September 1, 2014.
RMA - Public Works has identified a need for Kleinfelder West, Inc., Pacific Crest Engineering, Inc., Professional Service Industries, Inc., RMA Group, Inc., and Twining, Inc. to continue to provide services associated with on-call geotechnical engineering services. Amendment No. 3 to the PSA with Kleinfelder West, Inc., will increase the PSA by $50,000 for a total amount not to exceed $150,000. Amendment No. 2 to the PSAs with Pacific Crest Engineering, Inc., Professional Service Industries, Inc., RMA Group, Inc., and Twining, Inc. will increase each PSA by $50,000 for a total amount not to exceed $150,000 for each PSA.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel and Auditor-Controller Office have reviewed and approved Amendment No. 3 and Amendment No. 2 to the PSAs as to form and legality, and fiscal provisions, respectively.
FINANCING:
There is no impact to the General Fund. Services provided by Kleinfelder West, Inc., Pacific Crest Engineering, Inc., Professional Service Industries, Inc., RMA Group, Inc., and Twining, Inc., will be reimbursed from the prospective funding source from each project.
