a. Approve and authorize the Director of Health Services or designee to execute a non-standard Agreement with the County of Santa Barbara to provide water testing and laboratory analysis at the County of Monterey Consolidated Chemistry Laboratory with a term of upon execution through June 30, 2026, for a total agreement amount of $5,000;
b. Approve non-standard provisions in the Agreement as recommended by the Director of Health Services; and
c. Approve and authorize the Director of Health Services or designee to execute up to three (3) future amendments that do not exceed 10% ($500) of the original agreement, do not significantly change the scope of services, and do not increase the total not to exceed amount over $5,500.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health Services or designee to execute a non-standard Agreement with the County of Santa Barbara to provide water testing and laboratory analysis at the County of Monterey Consolidated Chemistry Laboratory with a term of upon execution through June 30, 2026, for a total agreement amount of $5,000;
b. Approve non-standard provisions in the Agreement as recommended by the Director of Health Services; and

SUMMARY:
The County of Monterey Health Department, Public Health Bureau, Consolidated Chemistry Laboratory requests approval of an Agreement with the County of Santa Barbara to provide them with fee-based E. coli, coliform, and Legionella testing services.
DISCUSSION:
The Consolidated Chemistry Laboratory is an Environmental Laboratory Accreditation Program (ELAP)-certified laboratory that routinely analyzes drinking water for bacterial and chemical contaminants. The Consolidated Chemistry Laboratory also conducts tests on samples derived from the environment for the purpose of assuring safe food, drinking water, reclaimed water, storm water run-off, and irrigation water. The Consolidated Chemistry Laboratory is one of only two local health department laboratories in California certified by the Centers for Disease Control and Prevention’s Environmental Legionella Isolation Techniques Evaluation (ELITE) program.
OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
The Office of the County Counsel has reviewed and approved this Agreement as to legal form. Auditor-Controller has reviewed and approved this Agreement as to fiscal provisions. Risk Manager has reviewed and approved the risk provisions.
FINANCING:
There is no cost to the County for this contract. This is a services contract for the County of Santa Barbara to pay the County of Monterey’s Consolidated Chemistry Laboratory to test samples. There are sufficient appropriations in the Health Department’s (001-4000-8124-HEA003) FY 2025-26 Adopted Budget.
BOARD OF SUPERVISORS STRATEGIC PLAN GOALS:
This agreement will provide fee-based E. coli, coliform, and Legionella testing services through its ELAP-certified Consolidated Chemistry Laboratory. As one of only two local health department labs in California certified by the CDC’s ELITE program, the lab offers specialized testing to help ensure the safety of water and environmental samples, aligning with the Strategic Plan Goal of Well-Being and Quality of Life.
