RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Executive Director of the Monterey County Workforce Development Board (MCWDB) to execute a retroactive month-to-month Lease Agreement, effective July 1, 2026, with Laborers’ Local 270 for use of the main hall and two (2) additional rooms at their Salinas Hall facility at 117 Pajaro Street to conduct a pre-apprenticeship training program, for an amount not to exceed $2,000 per month, for a total annual amount of $24,000.
BACKGROUND/DISCUSSION:
The MCWDB’s pre-apprenticeship training program classes have been held at the Plumbers & Steamfitters Local 62 training facility in Castroville for the last five years. For the most recent program funded by the State of California’s High RoadSM Construction Careers (HRCC) Resilient Workforce Fund, the rent for the facility was $1,000 per month, for a total amount of $12,000 per year.
After submitting an application to the State for Round One bridge funding (HRCC 2026) for an additional cycle of pre-apprenticeship training prior to the release of the Round Two HRCC grant application, the MCWDB’s Executive Director reconvened with the Plumbers & Steamfitters regarding the new cost of rent for the Castroville facility, which was recently raised to $5,000 per month, for a total amount of $60,000 per year.
Here, the MCWDB has an opportunity to transition its pre-apprenticeship training operations to the Laborers’ Salinas Hall for a much lower cost of $2,000 per month, for an annual amount of $24,000. The MCWDB approved a lease agreement with the Laborers for the Salinas Hall facility on July 16, 2026.
OTHER AGENCY INVOLVEMENT:
The Department of Public Works, Facilities, and Parks (PWFP), Contracts / Purchasing, and County Counsel have approved the proposed Lease Agreement.
FINANCING:
Funding received through the High Road to Construction Careers 2026 (HRCC 2026) Grant Program will be used to fund the Lease Agreement, with no impact to the General Fund.
BOARD OF SUPERVISORS STATEGIC INITIATIVES:
Approval of the Lease Agreement will allow the MCWDB to continue cost-effectively offering pre-apprenticeship training to Monterey County residents, in preparation for their entry into the workforce upon completion.
