RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a. Approve and authorize the Director of Health Services or designee to execute the Agreement with the California State University San Marcos for a term of May 1, 2025 to June 30, 2028 with no exchange of funds; and

b. Approve non-standard risk provisions in the Agreement as recommended by the Director of Health Services; and

c. Approve and authorize the Director of Health Services or designee to sign up to three (3) future amendments where the services do not significantly change, with the approval of County Counsel.

 

SUMMARY DISCUSSION:

California State University (CSU) San Marcos is a higher learning institution dedicated to preparing future leaders, building great communities and solving critical issues. CSU San Marcos offers a variety of degree and certificate programs including bachelor’s degrees in public health and nursing. The high cost of living in Monterey County and the opportunity for higher salary in the Bay Area make recruitment and retention of qualified nursing and public health professionals challenging for the Public Health Bureau. Offering internships to CSU San Marcos students is one strategy to engage area students and build interest in public health careers.

 

CSU San Marcos will place students with the Health Department’s Public Heath Bureau for professional learning experiences. As host agency, Health Department staff will provide robust public health and public health nursing training including field nursing opportunities and professional mentorship. Internships are unpaid. The duration of the internship and specific curriculum depend on the requirements of each degree program and are tailored to the students’ needs.

 

This work supports the County of Monterey Health Department 2025-2028 Strategic Plan Goals: 2) Provide exceptional person-centered care through accessible, community-focused health services; and 3) Enhance employee wellbeing and workforce capacity. It also supports four of the ten essential public health services, specifically: 4) Strengthen, support, and mobilize communities and partnerships to improve health; 7) Assure an effective system that enables equitable access to the individual services and care needed to be healthy; 8) Build and support a diverse and skilled public health workforce; and 10) Build and maintain a strong organizational infrastructure for public health.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.

 

FINANCING:

There is no exchange of funds between parties associated with this Agreement.
