RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign a Standard Agreement with Access Support Network (ASN) in the amount not to exceed $474,685 for additional Human Immunodeficiency Virus (HIV) non-medical case management services to Ryan White Part B eligible clients for the period of December 1, 2016 January 11, 2017 to September 15, 2017.

 

SUMMARY/DISCUSSION:

The Monterey County Health Department continues to provide individuals and communities in Monterey County affected by HIV.  Access Support Network (ASN) serves the San Luis Obispo County and Monterey County communities, assisting individuals living with HIV and hepatitis C virus (HCV) infections. ASN offers testing and prevention education opportunities for various groups throughout the community. ASN offers needed services and connections to guard against homelessness and against lapses of medication and healthcare coverage. ASN has been providing HIV- and HCV-related services in Monterey County since July 1, 2015 (funded through private sources, direct California Department of Public Health (CDPH) grants, and CDPH grants administered by the Health Department). 

 

Monterey County Health Department seeks to enter into an Agreement with ASN for additional non-medical case management services. CDPH awarded the Health Department supplemental funding for a one-year period to augment existing HIV non-medical case management services. Services will include HIV testing and counseling for targeted high risk individuals, linking clients to medical care and other supportive services, food/nutritional assistance, housing support, transportation assistance related to medical needs, and assistance with health insurance costs.  CDPH requires this supplemental funding be administered through a separate contract from existing grant funds.

 

This work supports the MCHD 2011-2015 Strategic Plan Initiative: 1. Empower the community to improve health through programs, policies, and activities. Additionally, this work supports three of the 10 Essential Public Health Services: 3. Inform, educate and empower people about health issues; 4. Mobilize community partnerships and action to identify and solve health problems; and 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel, Risk Management, and the Auditor-Controller have reviewed and approved this Agreement as to legal form, liability and fiscal provisions respectively. 

 

FINANCING:

This Agreement is fully funded by the California Department of Public Health. There are sufficient appropriations in Health Department’s Public Health Bureau (HEA003-8124) Adopted Budget for Fiscal Year 2016-17.
