RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Adopt a Resolution to authorize and direct the Auditor-Controller to amend the Emergency Communications Department’s FY 2021-22 Adopted Budget (028-1520-EME004-8507-6111) by increasing appropriations by $91,822 financed by FY 2020-21 surplus which is being held as fund balance in Fund 028 (4/5ths vote required).

SUMMARY/DISCUSSION:

The Emergency Communications Department (ECD) provides Emergency and Nonemergency call-taking and dispatch service to all cities in the County, CSUMB PD, three fire districts, the Sheriff and the Probation Department.  This service is provided under, and governed by, the 9-1-1 Services Agreement to which these agencies are party.  These User Agencies are billed quarterly to budget and at the end of each fiscal year any surplus from the prior year is reviewed by the ECD Executive Board so they can take action on how to use that surplus.  The ECD Executive Board is comprised of City Managers, the County CAO, and a district Fire Chief.  

On November 1, 2021 the ECD Executive Board unanimously voted to use the FY20-21 surplus in FY21-22 to partially offset increases payroll costs resulting from the new SEIU Local 521 agreement which was ratified on October 8, 2021.  The changes in this new compensation agreement that financially impact the FY2021/22 Budget of the ECD are as follows:

Hourly Rates:

-  2.0% commencing in the pay period beginning on the effective October 9, 2021.

One Time Payout:

- $400 one-time payment to each employee.

Holidays:

- The County shall provide June 19th as a County holiday for all SEIU represented employees effective calendar year 2022.

Leave Buyback:

- Unit members may buyback/cash out hours when requirements are met. Employees may elect to receive a straight-time cash payment for up to sixty (60) hours of Annual Leave per calendar year.

Health Insurance:

- In-Lieu Payout: For PERS Gold Members (PERS Platinum Members are excluded) the full amount of funds not utilized shall be paid out, provided the employee has purchased at least individual only health insurance through CalPERS. County paid healthcare contributions were also revised for calendar year 2022.

These funds will also offset a 2% salary increase for non-represented staff which became effective September 25, 2021.  

The ECD anticipates increased costs of approximately $235,000 from these salary/benefits changes in FY21-22 and plans to fund the remainder of the increase through negotiated savings in outside service contracts and lower than anticipated IT expenses.  

 

OTHER AGENCY INVOLVEMENT:

The Emergency Communications Department’s Executive Board has reviewed this action and recommended it for approval.  The Monterey County Budget Committee has recommended this action for approval.  The Budget Office has reviewed and approved this action.  County Counsel has approved this action as to legal form. 

 

FINANCING:

This action will result in no additional costs to the General Fund or the Department’s User Agencies.  This appropriations increase of $91,822 in FY21-22 is funded with FY20-21 surplus being held in Fund Balance (Fund 028).  This surplus resulted from negotiated savings in outside service contracts and savings from a vacant management position.
