Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director or Assistant Director of the Department of Social Services to sign an agreement with the Regents of the University of California, Davis for the provision of staff training in the amount of $552,500 for the period of July 1, 2022 through June 30, 2024, including non-standard mutual indemnity terms; and

b. Authorize the Director or Assistant Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($55,250) of the contract amount and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

Under this Agreement, the University of California, Davis (UCD) will provide onsite and virtual training to nearly 700 Department of Social Services employees. These employees are those that determine eligibility for CalWORKs, CalFresh, and Medi-Cal, and those who work in the CalWORKs Employment and the Aging and Adult Services branches to empower and protect the most vulnerable residents in our community.  Training includes, but is not limited to, program eligibility and grant determination training; interviewing and documentation techniques; caseload management; fraud detection; the purpose and availability of early and periodic screening, diagnosis, and treatment services for children; and topics to expand and strengthen job knowledge, skills and abilities to best serve our community. The agreement provides for one hundred and thirty (130) units/days of training.

 

UCD requires that the agreement include nonstandard mutual indemnification terms. The Department is recommending approval of this exception to the County’s standard indemnity language due to limited alternative resources for these types of trainings.

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved the Agreement.  County Counsel has approved the Agreement as to form

 

FINANCING:

Funding is provided by Social Services Federal and State revenues and realignment revenues.  Sufficient appropriations and estimated revenues in SOC005 are included in the FY 2022-23 Requested Budget.  Future year funding will be incorporated into the corresponding budget process.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This agreement correlates to the Administration Strategic Initiative adopted by the Board of Supervisors by providing training opportunities for Department employees across multiple branches that will allow for more efficient and effective services to the Department’s customers.
