RECOMMENDATION:
It is recommended that the Board of Supervisors approve and authorize the Board of Supervisors' Chairperson to sign Agreement with County of Los Angeles Sheriff's Department for prisoner transportation services within the State of California, for the period of July 1, 2014 to June 30, 2019.
 
SUMMARY/DISCUSSION:
The Sheriff is requesting approval to continue to receive statewide prisoner services via an agreement with the Los Angeles County Sheriff's Department (LASD) and Monterey County Sheriff's Office (MCSO).  The services to be provided by this Agreement will be for the transportation of prisoners arrested and held by other law enforcement agencies within the State of California on the authority of warrants of arrest issued from the County of Monterey. The MCSO has contracted with the LASD Transportation Unit for many years, and previous job contract services have been excellent.
 
The billing rates for the Fiscal Year (FY) 2014-15 are $0.71 per prisoner per mile, $6.17 per meal, and $66.56 per service hour if significant deputy sheriff's time is spent.  However the MCSO has not been billed for the services in the past years and is expected not to be billed during the Agreement period.  It is possible for the LASD not billing MCSO because LASD operates a statewide prisoner transportation system with scheduled weekly trips throughout the State of California, including Monterey County, and does not incur additional costs by providing these services to the MCSO.
 
OTHER AGENCY INVOLVEMENT:
County Counsel has approved this agreement as to form.
 
FINANCING:
There is no impact on the General Fund Contribution due to the recommendation.
