RECOMMENDATION:
It is recommended that the Board of Supervisors:
Authorize the Director of Health to execute Amendment No. 1 to Mental Health Services Agreement A-12641 with Catholic Charities/CYO of the Archdiocese of San Francisco-DBA St. Vincent's School for Boys to revise the Business Associate Agreement, add mental health services, and increase the FY 2014-15 Agreement amount by $95,139 and FY 2015-16 amount by $80,388 for a new total Agreement amount not to exceed $1,369,503.
 
SUMMARY/DISCUSSION:
St. Vincent's School for Boys provides mental health services to Monterey County young adults in accordance with the client's individual education plan and other identified needs.  The goal of the program is to reduce inappropriate behavioral and/or psychiatric symptoms to a level of care whereby the youth can return home or move to a lower level of care.  Services include day treatment rehabilitative, medication support, case management, and therapeutic behavioral services as required by the treatment plan.  Amendment No. 1 will add individual therapy, collateral, assessment, and plan development services to enhance client care.    
 
This work supports the Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
 
OTHER AGENCY INVOLVEMENT:
The County Counsel and Auditor-Controller have reviewed and approved this Amendment No. 1 as to legal form and fiscal provisions.  A copy of this Amendment No. 1 is on file with Clerk of the Board.
 
FINANCING:
This Agreement is funded by Early Periodic Screening, Diagnosis, and Treatment (25%), Federal Financial Participation (30%), Realignment (5%), and Special Education Local Plan Area (SELPA) (40%) funds that pay for children who are placed through the Individual Education Plan (IEP).  The funds for this Agreement are included in the Health Department's Behavioral Health Bureau (HEA012, Unit 8410) Adopted Budget for Fiscal Year 2014-15.
