a. Approve and authorize the Director of the Department of Social Services or designee to sign an agreement with Meals on Wheels of the Salinas Valley to provide congregate meals, and home-delivered meals and nutrition education to seniors in the Salinas, North County and South Monterey County regions for the period of July 1, 2026 through June 30, 2027, in the amount of $597,961; and
b. Authorize the Director or designee of the Department of Social Services to sign up to three amendments to this Agreement where the total amendments do not exceed 10% ($59,796) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $657,757.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services or designee to sign an agreement with Meals on Wheels of the Salinas Valley to provide congregate meals, and home-delivered meals and nutrition education to seniors in the Salinas, North County and South Monterey County regions for the period of July 1, 2026 through June 30, 2027, in the amount of $597,961; and
b. Authorize the Director or designee of the Department of Social Services to sign up to three amendments to this Agreement where the total amendments do not exceed 10% ($59,796) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $657,757.
SUMMARY
This Agreement, awarded to Meals on Wheels of the Salinas Valley through RFP #10933 in May 2024, aligns with the Federal Older Americans Act (OAA) of 1965 to provide congregate meals and home-delivered meals to older adults who are temporarily or permanently home-bound. It also includes nutrition education services that promote better health by providing accurate, culturally sensitive information related to nutrition, physical fitness, and overall health.
DISCUSSION:
The agreement supports both congregate dining and home-delivered meal services for seniors residing in County of Monterey Supervisor Districts 1, 2, 3, and 4. The home-delivered meal program serves seniors in areas including urban Salinas, Aromas, Boronda, Castroville, Las Lomas, Moss Landing, North Salinas, Pajaro, Prunedale, Royal Oaks, East Salinas, Spreckels, Chualar, Greenfield, Gonzales, Ft. Hunter Liggett, King City, Soledad, Lake San Antonio, Lockwood, Bradley, San Lucas, San Ardo, Parkfield, Bryson-Hesperia, Mission-Soledad, Arroyo Seco, Del Rey Oaks, Marina, Sand City, Seaside, and Southwest Salinas.
OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
The Office of County Counsel has reviewed and approved the Agreements as to form, as has the Auditor-Controller’s Office as to financial provisions.
FINANCING:
Funding is provided by the Older Americans Act. Sufficient appropriations and estimated revenues in the Area Agency on Aging 001-5010-SOC010 are included in the FY 2026-27 Recommended Budget.
BOARD OF SUPERVISORS STRATEGIC PLAN GOALS:
This Agreement aligns with the Well-Being and Quality of Life Strategic Plan Goal adopted by the Board of Supervisors by supporting programs that enhance services promoting the health, independence, well-being, and quality of life of older adults, individuals with disabilities, and caregivers through coordinated efforts across Monterey County.
