RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director or Assistant Director of the Department of Social Services to sign a zero-cost agreement and related amendments to the agreement with The California Department of Child Support Services (CDCSS) for Third Party Access into the Child Support Enforcement System (CSE) effective on the upon date executed and shall be in effect for 36 months thereafter from the date of the CDCSS Chief Information Officer’s signature.
SUMMARY/DISCUSSION:
California Department of Child Support Services (CDCSS) will provide to Monterey County Department of Social Services (DSS) “Contractor”, on-line “IV-A or IV-E” read-only third-party access service to the Child Support Enforcement System (“CSE”) as specified herein for the purpose of supporting the Child and Spousal Support Enforcement Program pursuant to Family Code 17212.
Access will allow employees of Monterey County DSS Community Benefits Branch, in the process of administering the CalWORKs, Medi-Cal, and Foster Care benefit programs, access to the DCSS CSE system and determining if prior public benefit month(s) may be “unticked” from counting against the total TANF time limit of 60 months for eligible adults.
The Eligibility Specialists determine if an applicant/recipient may be eligible to receive additional months of the specific public benefits noted previously, due to the receipt of child support payments received by the Monterey County Child Support Enforcement Branch that repay the benefits received. These additional months are critical to the support of the entire household dependent upon these benefits, as it support the family economically, as well as through the CalWORKs Employment Services Branch, where the adult(s) in the household may receive guidance on enhancing their current jobs, as well as working to obtain employment to support their respective families and work towards self-sufficiency.
OTHER AGENCY INVOLVEMENT:
County Counsel has approved the Agreement as to form.
FINANCING:
This agreement is no cost agreement, and no additional costs are expected from this MOU.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This amendment correlates to the Health and Human Services Strategic Initiative, as well as the Economic Development of Monterey County residents, as adopted by the Board of Supervisors by reviewing affected CalWORKs, Medi-Cal, and/or Foster Care cases by eligibility specialists to determine if an applicant/recipient may be eligible to receive additional months of the specific public benefits noted previously, due to the receipt of child support payments received by the Monterey County Child Support Enforcement Branch that repay the benefits received.
