a. Approve and authorize the Director of Health Services or designee to execute a standard template Mental Health Services Agreement (MHSA) with each of the providers listed in the Delegated Authority list (Attachment A) for the provision of Short Term Residential Therapeutic Program (STRTP) treatment including Case Management, Specialty Mental Health Services, Medication Support and Crisis Intervention for children/youth, for a term of July 1, 2026 through June 30, 2027 for a total in the aggregate not to exceed $2,085,283 as set forth in Attachment A and
b. Approve and authorize the Director of Health Services or designee to execute up to three future amendments per agreement with the providers listed in Attachment A, provided that the amendments do not exceed 10% of each original agreement amount, and do not significantly change the scope of services, nor result in a total increase of 10% ($208,528), for a revised aggregate not to exceed amount of $2,293,811.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. b. Approve and authorize the Director of Health Services or designee to execute up to three (3) future amendments per agreement with the providers listed in Attachment A, provided that the amendments do not exceed 10% of each original agreement amount, and do not significantly change the scope of services, nor result in a total increase of 10% ($208,528), for a revised aggregate not to exceed amount of $2,293,811.
SUMMARY:
The County of Monterey Behavioral Health Bureau has submitted this comprehensive board report to enhance contracting efficiency by allowing the Director of Health Services or their designee to execute agreements for specialty mental health and supportive services without having to request separate Board approval for each agreement. Behavioral Health seeks to enter into new agreements with contractors that historically have provided quality services to County residents for many years. The providers listed in Attachment A have agreed to the County’s standard boilerplate insurance and indemnification provisions. The Department will continue to secure Board approval for amendments to any agreements that significantly change the scope of services and in total exceed 10% of the original agreement amount.
DISCUSSION:
Short-Term Residential Therapeutic Programs (STRTP) are licensed by the California Department of Social Services and provide a Mental Health Program Approval by the Department of Health Care Services. STRTPs are residential facilities that provide an integrated program of specialized and intensive care and supervision, services and supports, specialty mental health services, mental health treatment and 24-hour care and supervision on a short-term basis for children and youth with complex and severe needs. The program's goal is to provide therapeutic interventions, treat ameliorate behavioral health symptoms and improve function so that children and adolescents may move to a less restrictive environment within six months. The care and supervision STRTPs provide are nonmedical, except as otherwise permitted by law. STRTPs are designed primarily for youth aged 12 to 20. These programs may be operated by private organizations, which must be organized and operated on a not-for-profit basis. Only state-licensed, county-contracted agencies may provide STRTP services.
This Agreement contains the County’s standard 30-day “no cause” provision (Section V, B) and an additional defunding provision (Section V, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.
This work supports one of the County of Monterey Health Department 2025-2028 Strategic Plan Goal(s): 2. Provide Exceptional Person-Centered Care through Accessible, Community-Focused Health Services. It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
The Office of the County Counsel and Auditor-Controller have reviewed and approved this agreement as to legal form and fiscal provisions, respectively.
FINANCING:
This Agreement is funded by 2011 Realignment (50%) and Federal Financial Participation (50%). The funds for these Agreements are included in the Health Department’s Behavioral Health (Fund 1310, Department 400005) Fiscal Year (FY) 2026-27 Requested Budget.
