Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Ratify and extend the County Administrative Officer’s Proclamation of a Local Emergency to repair approximately 1,200 linear feet of roadside culverts and ditches that are filled with sediment as a result of accelerated erosion on nearby fields.  The culverts and ditches drain westerly beginning 0.35 miles west of the intersection of Blackie Road and Rolling Meadows Lane; and,

b.                     Find the repair work statutorily exempt from the California Environmental Quality Act (CEQA) under CEQA Guidelines Section 15269(c) for emergency projects.

 

SUMMARY/DISCUSSION:

The ratification of this emergency proclamation will allow for timely repairs to approximately 1,200 linear feet of roadside culverts and ditches that are filled with sediment as a result of accelerated erosion on nearby fields.  The culverts and ditches drain westerly beginning 0.35 miles west of the intersection of Blackie Road and Rolling Meadows Lane.  Blackie Road now floods, in this area, during small rainfall events that have a high probability of occurring multiple times throughout the winter season.  Until action is taken to address these safety concerns, flooding and sedimentation will continue to impact public safety.

 

The aforesaid conditions of extreme peril necessitated the proclamation of a local emergency which was signed into effect by the County Administrator’s Office on December 2, 2016 and the Proclamation is proposed to be extended on December 13th due to the emergency taking place while the Board of Supervisors was out of session and unavailable. Ratification and approval of this Proclamation of Local Emergency will provide Board confirmation of, and agreement with, the Proclamation made by the County Administrative Officer.  This emergency proclamation shall expire thirty days after issuance unless confirmed and extended by the governing body of the County of Monterey.

 

Staff considers the repairs necessary to prevent or mitigate an emergency; therefore, the work is statutorily exempt under CEQA Guidelines Section 15269(c).

 

OTHER AGENCY INVOLVEMENT:

The mitigation efforts of the foregoing conditions affecting public infrastructure in Monterey County include Monterey County Resource Management Agency. 

 

FINANCING:

This proclamation of local emergency will impact the Road Fund and may impact the General Fund in emergency contracts, engineering services, and overtime costs incurred by RMA-Public Works, which may be requested for reimbursement from the General Fund at the end of the fiscal year.
