RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.      Approve and authorize the Director of Health, or his designee, to sign an Agreement with the City of Sand City for the Use of the Animal Services Center for the period from July 1, 2014 through June 30, 2017;
b.      Approve and authorize the Director of Health, or his designee, to sign up to three future amendments to the Agreement for the Use of the Animal Services Center where amendments do not exceed ten percent (10%) of the original amount or significantly change the scope of work.
 
SUMMARY/DISCUSSION:
The Monterey County Health Department's Animal Services Division is responsible for providing animal control services in the unincorporated areas of Monterey County.  It also operates an Animal Services Center located at 160 Hitchcock Road, Salinas, CA that offers an array of services, including but not limited to shelter, veterinary, quarantine, and licensing services.  The Animal Service Center was built in conjunction with the Cities of Carmel-by-the-Sea, Gonzales, Greenfield, Sand City, Seaside, Soledad, and King City.  Each of these cities has paid a share of the Animal Services Center's construction costs and is offered the option to contract with the County for the use of the shelter and other services.  
 
The City of Sand City desires to contract with the County for the provision of services at the Animal Services Center as delineated in the Agreement.  Generally, the services to be provided to the City of Sand City by the County Health Department's Animal Services Division include shelter at the Animal Service Center, emergency medical treatment, rabies quarantine and management, and other services for stray domestic animals found within the incorporated boundaries of the City.  The City of Sand City will compensate the County for provision of animal services as set forth in the Agreement.
 
OTHER AGENCY INVOLVEMENT:
The Offices of County Counsel has reviewed and approved the Agreement as to form and le
gality.  The Office of Risk Management has reviewed and approved the Agreement as to Liability.  The Auditor-Controller has reviewed and approved the Agreement as to Fiscal Provisions.
 
FINANCING:
The services provided to the City of Sand City generate approximately $1,000 in revenue each year.  This revenue is used to offset operational costs related to the provision of services to the City.
