RECOMMENDATION/SUMMARY:

a.                     Approve and authorize the Library Director to execute a three-year Memorandum of Understanding (“MOU”) for the term of February 27, 2024 to February 26, 2027 with United Way Monterey County on behalf of the VITA Program to partner with Monterey County on behalf of the Monterey County Free Libraries, and

b.                     Authorize the Library Director to execute up to three future annual amendments to the agreement that do not significantly alter the scope of work

 

DISCUSSION:

 

To further the mission of bringing ideas, inspiration, information and enjoyment to Monterey County, the Monterey County Free Libraries (MCFL) partners with non-profits and other community organizations for programs and outreach via public library facilities.  The VITA Tax Preparation Program from the United Way Monterey County has been using some MCFL facilities for years to provide free tax preparation assistance to income qualifying individuals.  Offering this service in public libraries allows individuals to have a safe place that is equipped with computers, internet, printers, and the environment needed for detailed consultation and preparation of tax returns.

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel has reviewed and approved the MOU as to legal form.  A copy of the MOU will be placed on file with Clerk of the Board.

 

FINANCING:

 

The MOU contains no financial provisions between the two agencies, and will not impact the General Fund.  Limited contributions of printing and copying for those using the services are anticipated in costs for these services.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

Programs such as this help to enable residents who may be economically disadvantaged to take have programs and services in a wider range of locations, and enables community non-profits and service endeavors to reach more individuals.
