Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services or designee to sign Amendment No. 1 to Agreement A-16403 with Jump Technology Services, LLC for licensing and hosting of LEAPS software for Adult Protective Services case management system, adding $84,543 for a new contract total of $203,557 and extend the term by two years for a new term of July 1, 2023 through June 30, 2028; and

b. Authorize the Director of the Department of Social Services or designee to sign up to three amendments to this Agreement where the total amendments do not exceed 10% ($20,356) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $223,913.

 

SUMMARY:
The Department is looking to continue its use of LEAPS software to support Adult Protective Services (APS) staff with identifying and reducing the risk of abuse and neglect for our elder and dependent adults in our community.

 

DISCUSSION:
Adult Protective Services (APS) uses case management software, known as LEAPS, which supports APS case management data entry, client documentation, enhances the ability to identify and reduce the risk of abuse and neglect of elder and dependent adults in the community. The software also improves the County’s ability to comply with current Federal and State reporting requirements.

 

The Department of Social Services has utilized the LEAPS licensed software from Jump Technology Services, LLC, since 2016. The proposed amendment allows for continued use of LEAPS through June 30, 2028 to support APS with completing assessments, investigations, and utilizing case management tools to deliver client-centered services and interventions.  

 

OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
The Office of County Counsel has reviewed and approved the Agreements as to form. Auditor-Controller’s Office reviewed the contract, but does not agree to the non-standard payment provisions.

 

FINANCING:

This agreement is funded with Social Services Federal and State revenues. Sufficient appropriations and estimated revenues in SOC005 are included in the FY 2026-27 Recommended Budget. Future funding will be incorporated into the corresponding budget process.

BOARD OF SUPERVISORS STRATEGIC PLAN GOALS:
This agreement correlates to the Well-Being and Quality of Life Strategic Plan Goal adopted by the Board of Supervisors by providing tools for social workers designed to help identify and reduce risk of abuse and neglect for elder and dependent adults in the county.
