RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.      Receive a status report on the Long Range Planning Work Program; and
b.      Provide direction to staff.
 
SUMMARY:
At the April 1, 2014 meeting on the annual report, the Board requested that staff return with possible amendments to the report on the status and implementation of the Long Range Planning Work Program task.   In addition, Board Referral 2014.04 requested a more detailed explanation and supporting material on progress toward the development of certain General Plan implementation ordinances.  
 
The Long Range Planning (LRP) Team is comprised of RMA-Planners as well as staff from other County land use agencies.  The LRP Team is assigned with preparing and processing regulatory tasks, including 2010 General Plan implementation, Local Coastal Program update, County Code amendments to reflect changes in State laws, and referrals.  A comprehensive Work Program has been developed to track the progress of these tasks.  
 
The purpose of this report is to provide the Board with an overview of progress made on the LRP Work Program, and includes a summary matrix designed to give readers a quick assessment of where items are in the process.  Engagement of stakeholders is a critical element of the work of LRP.  In response to comments, staff has amended this matrix to reflect current status and next steps instead of identifying percentage completion (Attachment B).  In addition, staff intends to create links to the County website where all of the related materials for each task will be available.  We have retained original task numbers for those that prefer to trace tasks back to the original work program.

This progress report is not a project as defined by the California Environmental Quality Act (CEQA) Guidelines, Sections 15060(c) (3) and 15378.  This report does not commit to any activity that could have an impact on the environment and is for information purposes only.  Environmental review is addressed with each task at the appropriate time and in the appropriate manner.
 
OTHER AGENCY INVOLVEMENT:
The Long Range Planning effort consists of close coordination between County land use departments on the development of specific ordinances, activities and programs as required for implementation of the 2010 General Plan and other tasks included in the Work Program.  County Counsel's office actively participates in the legal review of ordinances and plans.  
 
FINANCING:
There is no impact to the General Fund by receiving this report.  Implementation of the long range planning activities is an on-going effort where staff resources are included in each Departments adopted budget.  Professional services providing technical support are funded through several sources such as the adopted General Plan Implementation Budget, Grants, permit revenue, and public funding sources.    
 
On June 10, 2014 the Board approved increased funding of $1,000,000 to offset FY 2014-15 expenditures related to technical support for General Plan Implementation, Carmel River Lagoon, Local Coastal Plan, and Salinas Valley Basin Water Study.  The Board directed staff to return for additional discussion on how the $1,000,000 will provide for these issues and associated remaining FY 2014-15 funding shortfalls.
 
On July 8, 2014 staff returned to the Board and presented its recommendation on the allocation of the $1,000,000 including anticipated shortfalls in FY 2014-15, as well as estimates for out year funding needs by priority.  The Board approved additional funding of $192,000 to fund the gap identified in FY 2014-15 for the Salinas Valley Basin Water Study.  Bringing the total FY 2014-15 Board approved funding for professional services providing technical support to $1,192,000.
