RECOMMENDATION:
It is recommended that the Monterey County Water Resources Agency Board of Supervisors:
a. Adopt Plans and Special Provisions for the South Access Road Repair at Nacimiento Dam, Project No. 26-005; and
b. Authorize the General Manager of the Monterey County Water Resources Agency to advertise the “Notice to Bidders” in the Monterey County Weekly.
SUMMARY/DISCUSSION:
Adopting the Plans and Special Provisions and authorizing the Monterey County Water Resources Agency (Agency) to advertise the South Access Road Repair at Nacimiento Dam, Project No. 26-005 will allow the Agency to solicit construction bids and proceed with the construction phase of the Project. The Agency will return to the Board after opening bids and determining the lowest responsible bidder to award the Project.
There are two access routes to the Nacimiento Dam’s Hydroplant. The primary Hydroplant access route is the low flow crossing near the Dam’s spillway plunge pool. The secondary access route to Nacimiento Dam’s Hydroplant is called the Hydro-plant South Access Road. During high flow spillway releases, the Low Flow Crossing is not passable making the South Access Road the only vehicle access to the Hydroplant.
During the January 2023 storms, the Hydroplant’s South Access Road suffered erosion damage at three locations and threatening the stability of the road embankment. FEMA reimbursement for repairing the South Access Road was applied for. FEMA has authorized reimbursement for needed repairs with a project completion deadline set for September 2026.
The bid opening date is on September, 25, 2026. Bids will be opened at the Monterey County Water Resources Agency office located at 1441 Schilling Place, Salinas California 93901. Project construction is scheduled to begin in October 2026.
In compliance with the California Environmental Quality Act (CEQA), Agency staff filed a Notice of Exemption on February 10, 2025. The project was determined to be a Category 1 exemption under 14 CCR § 15301 Existing Facilities.
On June 15, 2026, this item was brought before the Monterey County Water Resources Agency’s Board of Directors for approval to recommend that the Board of Supervisors adopt the plans for the proposed South Access Road repairs and release the ‘Notice to Bidders’.
OTHER AGENCY INVOLVEMENT:
FEMA (reimbursement and contracting requirements) and County of San Luis Obispo-Building and Planning (grading permit).
FINANCING:
Reimbursement of Agency expenses to include design, permitting, and construction has been authorized by FEMA.
