RECOMMENDATION:
It is recommended that the Board of Supervisors:
A. Approve and Authorize the Director of Economic Development to sign and execute a grant agreement between the County of Monterey and the Workforce Development Board for provision of Workforce Innovation and Opportunity Act Title I Adult and Dislocated Worker and Youth Services, retroactive to July 1, 2017 at a base amount of $622,490 for Youth and $2,848,158 for Adult and Dislocated.
B. Approve and Authorize the Director of Economic Development to sign and execute a grant agreement between the County of Monterey and the Workforce Development Board for provision of Workforce Innovation and Opportunity Act Title I Youth Services, retroactive to July 1, 2017.
SUMMARY:
The Workforce Development Board issued a Request for Proposal for the Youth Grant and developed a grant agreement for both the Adult and Dislocated Worker program for the FY 2017- 2018. As a result, the County of Monterey will be entering into agreement to receive grant funds from the Department of Labor, Workforce Innovation and Opportunity Act (WIOA) program provider known as the Monterey County Workforce Development Board. Annual grant awards and agreements must be in place to receive and allocate funds during the program year of July 1, 2017 through June 30, 2018. The recommended action will approve and authorize the attached Agreements and confirm that the County will carry out the prescribed work program according to the program performance plan included in each agreement.
DISCUSSION:
Providing services to the unemployed, youth and dislocated worker is a positive program and great need in Monterey County where 10,000 people may go unemployed in any given year. The Workforce Development Board is willing and able to enter into the Adult, Dislocated Worker and Youth Agreements with the County of Monterey to provide this important and in demand service to our local residents and population. Affordable, safe and sanitary housing for farmworkers has long been an issue in the Pajaro and Salinas Valleys.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed and approved the Agreement as to form.
FINANCING:
The Economic Development Department has budgeted these Contracts in Fund 007, Department 1070, Unit 8427 for FY 2017-2018.
