a. Approve and authorize the Director of the Department of Social Services to sign an agreement for $1,118,338 with ACTION Council of Monterey County to provide administration, leadership, quality assurance and coordination for Differential Response aka: Pathways to Safety, and the CalWORKs Family Stabilization Program, for the period July 1, 2014 through June 30, 2015; and
b. Authorize the Director of the Department of Social Services, or his designee, to sign up to three (3) amendments to this agreement, where the total amendments do not exceed 10% of the original contract amount, and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services to sign an agreement for $1,118,338 with ACTION Council of Monterey County to provide administration, leadership, quality assurance and coordination for Differential Response aka: Pathways to Safety, and the CalWORKs Family Stabilization Program, for the period July 1, 2014 through June 30, 2015; and
b. Authorize the Director of the Department of Social Services, or his designee, to sign up to three (3) amendments to this agreement, where the total amendments do not exceed 10% of the original contract amount, and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
This contract provides leadership and coordination for Differential Response aka: Pathways to Safety. Differential Response is a strategic way of responding to the reports of abuse and neglect received by Monterey County Family and Children's Services (FCS). This approach to evaluating and improving family and child well-being, improves a community's ability to keep children safe. This is accomplished by responding earlier and more meaningfully to reports of abuse and neglect, before family difficulties escalate to the point of harm (What Works Policy Brief; Foundation Consortium for California's Children and Youth). Monterey County FCS, in coordination with our community partners, will be working with the ACTION Council to fully develop and support a network of prevention, early intervention and family case management, while also extending this service to the CalWorks Welfare-to-Work population.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.
FINANCING:
This agreement is funded by Wrap-Flex and Realignment revenues. Sufficient appropriations and estimated revenues in SOCOO5 are included in the FY 2014- 2015 Adopted Budget. Approval of this action has no impact on the County General Fund.
