RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.  Approve Amendment No. 1 to the Professional Services Agreement with Harris & Associates, Inc. to continue to provide management of County Service Areas, County Sanitation Districts, and closed County disposal sites, in the amount of $100,640 for a total amount not to exceed $200,000, for a term to June 30, 2015; and
 
b.  Authorize the Contracts/Purchasing Officer to execute Amendment No. 1 to the Professional Services Agreement and up to three (3) future amendments that do not significantly alter the scope of work or change the approved Agreement amount.  
 
SUMMARY/DISCUSSION:
On June 20, 2014, the Contracts/Purchasing Office approved the Professional Services Agreement (PSA) with Harris & Associates, Inc. in the amount of $99,360 for management of County Services Areas (CSA), County Sanitation Districts (CSD), and closed County disposal sites for a term to June 30, 2015.  The PSA allowed for services to be provided three (3) days per week for a total of twenty-four (24) hours per week.
 
RMA - Public Works has identified a need to increase Harris & Associates, Inc.'s management of CSAs, CSDs, and closed County disposal sites from a part-time basis of three (3) days per week (twenty-four (24) hours) to a full-time basis of five (5) days per week (forty (40) hours) beginning November 6, 2014.  Amendment No. 1 will increase the PSA by $100,640, for a total amount not to exceed $200,000, for a term to June 30, 2015.  Prior to approval of Amendment No. 1, Harris & Associates, Inc. rendered full-time services for three (3) additional working days (October 2, 9 and 10, 2014, a total of twenty-four (24) hours) due to the loss of RMA - Public Works' Environmental Services Manager on October 3, 2014, which will require retroactive payment under Amendment No. 1.  
 
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel and Auditor-Controller Office have reviewed and approved Amendment No. 1 as to form and legality, and fiscal provisions, respectively.
 
FINANCING:
There is no impact to the General Fund.  The costs associated with Agreement will be distributed to the appropriate County Service Area, County Sanitation District or County Disposal Site budget unit based upon the work performed.
