Adopt a Resolution to:
a. Approve and authorize the Department of Social Services Director to sign funding Agreement FP-1920-32 for $143,750 with California Department of Aging for the Area Agency on Aging’s Dignity at Home Fall Prevention Program to provide services to seniors throughout Monterey County, effective February 1, 2020 through June 30, 2021;
b. Authorize the Director of the Department of Social Services to sign up to three (3) State funding amendments to the Agreement, where the amendments do not significantly change the scope of work;
c. Approve an increase in appropriations and estimated revenues of $20,000 for the Social Services - Area Agency on Aging’s Budget Unit 001-5010-SOC010-8268 FY 2019-20 Adopted Budget (4/5ths vote required); and
d. Authorize the Auditor-Controller to amend the FY 2019-20 Adopted Budget by increasing appropriations and estimated revenues by $20,000 in Social Services - Area Agency on Aging’s Budget Unit 001-5010-SOC010-8268 (4/5ths vote required).

RECOMMENDATION:
It is recommended that the Board of Supervisors adopt a resolution to:
a. Approve and authorize the Department of Social Services Director to sign funding Agreement FP-1920-32 for $143,750 with California Department of Aging for the Area Agency on Aging’s Dignity at Home Fall Prevention Program to provide services to seniors throughout Monterey County, effective February 1, 2020 through June 30, 2021;

SUMMARY/DISCUSSION:
State of California passed budget legislation in Assembly Bill No. 74 to provide $4.6 million of funding for the Dignity at Home Fall Prevention Program. California Department of Aging issued $143,750 to Monterey County Social Services Area Agency on Aging (AAA) effective February 1, 2020 through June 30, 2021. The AAA plans to expand their fall prevention services by providing a comprehensive program that is built on three components:
1. Offer Fall Prevention Classes through existing community partnerships and explore building other coalitions to expand class locations. Classes will be offered to older adults and caregivers in convenient locations throughout the county (no cost to participants);
2. Provide Home Inspections for participants that complete Fall Prevention classes with a specific tool by trained staff to help older adults review their homes. Partnerships with local fire departments will be explored to include fire prevention, emergency assistance, and other resources to be provided during home inspections at no cost to participants; and
3. Home modification resources shall be provided based on needs identified during home inspections such as lighting, grab bars, ramps, surface transitions, etc. There is no cost to participants but will be limited based upon available funding.

The County Administrator’s Office - Budget Office concurs with these actions.
FINANCING:
The increase in appropriations/revenues is based upon the new funding agreement received from California Department of Aging to provide/expand the Dignity at Home Fall Prevention Program to Monterey County’s seniors to assist them in fall prevention. The Department is recommending an increase of appropriations and revenues of $20,0000 for the Social Services - Area Agency on Aging’s Budget Unit 001-5010-SOC010-8268 in the FY 2019-20 Adopted Budget and the remaining grant funds will be incorporated into the FY 2020-21 Requested Budget. There is no change to the existing General Fund Contributions in this budget unit.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This proposed action correlates to the Administration and Health and Human Services Strategic Initiatives adopted by the Board of Supervisors by allowing the Department to accept additional funding from the State to expand existing programs provided by the Area Agency on Aging and to better track expenses for programs addressing homelessness.
