RECOMMENDATION:
It is recommended the Board of Supervisors:
Authorize the Interim Chief Executive Officer for Natividad Medical Center (NMC) or a designee to execute Amendment No. 1 to the Agreement (A-17245) with Smith & Enright Landscaping, Inc. for landscaping and maintenance services, adding $173,000 to the payable amount for a revised total Agreement amount not to exceed $573,000, with no change to the Agreement term of April 1, 2025 through March 31, 2028.
SUMMARY:
Under the current Agreement, Smith & Enright Landscaping, Inc. provides routine landscaping and grounds maintenance services throughout the Natividad Medical Center (NMC) campus, including mowing, edging, pruning, weed control, irrigation system monitoring, debris removal, and general upkeep of landscaped areas. These services help maintain a safe, clean, functional, and visually appealing environment for patients, visitors, staff, and the public.
Approval of this Amendment will provide an additional $173,000 to support the continued provision of these essential services through the remainder of the existing Agreement term. Of the requested funding, $123,000 will be offset through a credit from the Capital Solar Project budget and applied directly to this local vendor, reducing the net impact on NMC’s operating budget and decreasing the County's budgetary liability under the existing vendor agreement.
DISCUSSION:
Approval of Amendment No. 1 will provide sufficient funding to allow Smith & Enright Landscaping, Inc. to continue providing landscaping and grounds maintenance services throughout the remainder of the existing Agreement term. These services are essential to maintaining the appearance, cleanliness, safety, and functionality of the exterior grounds at NMC, supporting daily hospital operations and protecting the County's investment in its facilities.
NMC will monitor the contractor's performance throughout the Agreement term to ensure services are provided in accordance with the scope of work and established service expectations. Contractor performance will be evaluated through routine oversight by designated Engineering Department staff, who will verify that scheduled maintenance activities are completed in a timely manner, inspect the quality of work performed, and coordinate with the contractor to promptly address any identified deficiencies or operational needs.
Well-maintained grounds benefit patients, visitors, and staff by providing a clean, safe, and welcoming healthcare environment. Routine landscaping and grounds maintenance help ensure that entrances, walkways, parking areas, and other exterior spaces remain accessible, presentable, and free of conditions that could negatively affect safety or the patient experience.
This Amendment increases the total Agreement amount to ensure adequate funding for the continued provision of services through March 31, 2028. There is no change to the scope of services or the existing Agreement term.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel has reviewed and approved this Amendment No. 1 as to form, and the Auditor-Controller has reviewed and approved as to payment provisions. Amendment No. 1 has also been reviewed and approved by NMC’s Finance Committee and by its Board of Trustees on August 7, 2026.
FINANCING:
The cost for this Amendment No. 1 is $173,000 of which $50,000 is included in the FY 2026-27 Adopted Budget. Amounts for remaining years of the Agreement will be included in those budgets as appropriate. There is no impact on the General Fund with this action.

Routine landscaping and grounds maintenance help protect County assets, maintain a safe and welcoming healthcare environment, and preserve the long-term functionality and appearance of the Medical Center's facilities for patients, visitors, staff, and the community.
