RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

Approve and authorize the Contracts & Purchasing Officer or designee to execute an Agreement with First Alarm, for the provision of Fire Alarm System monitoring services and 24-hour Intrusion Alarm monitoring services located at Hitchcock Road Animal Services Agency (HRAS), for the term retroactive to January 1, 2024, through December 31, 2026, for a total Agreement amount of $30,000.

SUMMARY/DISCUSSION:

The County of Monterey Health Department has relied on First Alarm for essential security monitoring services for several years. Specifically, the Hitchcock Road Animal Services Agency (HRAS) located at 160 Hitchcock Rd., Salinas, has been utilizing their Fire Alarm and Intrusion Alarm monitoring systems for over seven years, ensuring the safety of the facility and its occupants. HRAS desires to maintain the same services; however, the Agreement provided by First Alarm expired, and due to the need for account reconciliation, price adjustments, and executive signatories being out of the office due to the holidays, the presentation of this Agreement to the Board of Supervisors was delayed. To prevent any liability stemming from service interruptions, First Alarm has committed to maintaining uninterrupted services during the finalization of the Agreement's terms.

This work supports the County of Monterey Health Department’s 2018-2024 Strategic Plan Goal(s): 2. Enhance community health and safety through prevention. It also supports the following of the ten essential public health services, specifically: 6. Enforce laws and regulations that protect health and ensure safety.

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel and the Auditor-Controller have reviewed and approved the Agreement as to form and fiscal provisions, respectively.

FINANCING:

Appropriations for this Agreement are included in the Health Department’s (HEA001-8442) Fiscal Year (FY) 2023-24 Adopted Budget. For the FYs out, provision will be made in the Requested Budget for the appropriate year.
