RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Ratify the execution by the Director of Health or the Assistant Director of Health of a Non-Standard Agreement between the County of Monterey Health Department and Monterey County Children and Families Commission dba First 5 Monterey County in the amount of $300,000 to support the Bright Beginnings Early Childhood Development Initiative for the term retroactive to July 1, 2022, through June 30, 2023; and

b. Approve and authorize the Director of Health or the Assistant Director of Health to sign up to three (3) future amendments to this Agreement where the amendments do not significantly change the scope of work and do not cause an increase of more than ten percent (10%) ($30,000) of the original contract amount.

 

SUMMARY:

First 5 Monterey County enriches the lives of children, prenatal through age five, and their families by strengthening connections and advancing quality within a whole system of care and support. First 5 Monterey County is the fiscal sponsor of Bright Beginnings, which is an early childhood development initiative and is the host of the Bright Beginnings backbone team.

The purpose of this Agreement is to continue the County’s collaboration with First 5 Monterey County to enhance the health of children and their families.  The Agreement supports Bright Beginning’s general operations, enhances its strategy-aligned projects, and connects projects to indicators of success. Backbone activities are based on the five conditions of the Collective Impact framework, including a common agenda, shared measurement, mutually reinforcing activities, and continuous communication. Other activities in this Agreement include capacity building, partnership cultivation, monitoring, and evaluation. 

This agreement is being presented for ratification. Due to delays in receiving and reviewing documents from the vendor and the prioritization of other COVID-19-related agreements, the Health Department was not able to process this agreement in a timely fashion.

DISCUSSION:

This work supports the Monterey County Health Department 2018-2022 Strategic Plan Goals, specifically: 1. Empower the community to improve health; 2. Enhance public health and safety through prevention; and 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports four of the ten essential public health services, specifically: 1. Assess and monitor population health status, factors that influence health, and community needs and assets; 3. Communicate effectively to inform and educate people about health, factors that influence it, and how to improve it; 4. Strengthen, support and mobilize communities and partnerships to improve health; and 7. Assure an effective system that enables equitable access to the individual services and care needed to be healthy.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Council has reviewed and approved this Agreement as to legal form. Risk Management has reviewed and approved this Agreement as to liability provisions. Auditor-Controller has reviewed and approved this Agreement as to fiscal provisions.

 

FINANCING:

This Agreement for $300,000 is funded 83% by a Social Services Realignment transfer to Health Realignment and 17% by General Funds. Appropriations are included in the Health Department's (HEA003-8124) FY 2022-23 Adopted Budget.
