Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Director of Health or Assistant Director of Health to execute a new Mental Health Services Agreement with Discovery Practice Management, Inc. dba Center For Discovery for the provision of adolescent eating disorder residential treatment services in the amount of $108,000 for Fiscal Year (FY) 2018-19, $108,000 for FY 2019-20, and $108,000 for FY 2020-21, for a total Agreement amount not to exceed $324,000 for the term July 1, 2018 through June 30, 2021; and

b.                     Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($32,400) of the original Agreement amount and do not significantly alter the scope of services.

 

SUMMARY/DISCUSSION:

The County currently has Agreement A-13458 with Discovery Practice Management, Inc. dba Center for Discovery which will expire on June 30, 2018.  Discovery Practice Management, Inc. dba Center for Discovery is a private for-profit corporation licensed by the State of California Department of Public Health as a Congregate Living Health Facility, and is accredited and Certified by the Joint Commission.  The Center for Discovery Treatment Center provides specialized, personalized residential treatment for teens and adolescents, both male and female ages 10-19 with eating disorders as a primary diagnosis.   Center for Discovery provides tailored services and therapies for a variety of eating disorder deficits including Anorexia Nervosa, Bulimia Nervosa, and Binge Eating Disorder, in variety of adaptive functioning areas, which assist the patient with impulsive and coping behaviors.  The average estimated treatment period / residential stay is from 30-45 days.  Approval of this Agreement shall give the County access to a dedicated eating disorder residential facility as needed.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the following Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.

 

FINANCING:

This Agreement is funded by Special Education Local Plan Area (SELPA) (50%) and 2011 Realignment funds (50%).  The funds for this Agreement ($108,000) are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2018-19 Requested Budget.  The funds for this Agreement for FY 2019-20 ($108,000) and FY 2020-21 ($108,000) will be included in the Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2019-21 and FY 2020-21 Requested Budget.
