RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services to sign an agreement with California State University Fresno Foundation for $172,632 to provide direct Child Welfare Title IV-E training for Family and Children’s Services staff, and others as specified by Monterey County, for the period September 1, 2017 through June 30, 2018 including nonstandard termination, indemnification, and confidentiality provisions; and

b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($17,263) of the original contract amount, and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

This Agreement with California State University Fresno Foundation (CSUFF) provides training to the Monterey County Department of Social Services (DSS) Family and Children’s Services (FCS) staff and identified community partners, for purposes of professional development, leadership development and to improve outcomes for children and families as outlined in the Performance Improvement Plan (PIP), California Department of Social Services (CDSS) and as required by the Continuum of Care Reform (CCR) legislation which came into effect January 1, 2017.  This agreement also continues the training recommendations made by the 2015/16 Grand Jury.

 

As specified and authorized by DSS, CSUFF will work collaboratively with the FCS Staff Services Trainer, FCS Senior Management Team and FCS staff to support and assess training needs, and to develop and deliver an enhanced training program for Monterey County FCS.  This includes training for new staff, on-going training for existing staff, and other specific audiences as designated by FCS.

 

In the previous two-year contract, CSU-Fresno provided a total of 882 trainee hours; 533 total hours of Team Building Trainings, 111 hours specific with Commercially Sexually Exploited Children (CSEC) and 238 hours specific to Social Work team building. This agreement includes nonstandard indemnification, termination, and confidentiality provisions that are recommended for your approval by your Board to allow DSS to continue working with CSUFF.

 

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this agreement. Risk Management cannot approve the nonstandard indemnity provisions.  County Counsel has approved the agreement as to legal form.

 

FINANCING:

This agreement is funded by Title IV-E Federal and State revenues for Foster Care trainings.  The County’s match will be provided by CSUFF through in-kind services. Sufficient appropriations and estimated revenues in SOCOO5 are included in the FY 2017-18 Adopted Budget.  Approval of this action has no impact on County General Fund contributions

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by allowing the Department to improve the quality of life for foster children by expanding the knowledge, skill sets and leadership of the Department’s Social Work team.  It also supports the goal of the Department’s compliance with AB403 Continuum of Care Reform (CCR).
