RECOMMENDATION:
It is recommended that the Monterey County Board of Supervisors:
a.      Receive an oral report on the update of the Monterey County Gang Violence Prevention Initiative's (MCGVP) Action Plan for Building Safe and Thriving Communities and Progress Report.
b.      Approve the draft of the MCGVP Initiative Action Plan for Building Safe and Thriving Communities.
SUMMARY/DISCUSSION:
The Office of Community Engagement and Advocacy of the CAO functions as the Backbone Agency to the Monterey County Gang Violence Prevention Initiative (MCGVP) and a liaison between Monterey County departments, community based organizations, grass roots organizations and local municipalities to further advance local efforts to reduce youth and gang violence.
Upon considering feedback, questions and concerns, a presentation was provided to and accepted by the HHS Committee on Iteration 3 of the MCGVP Initiative's Action Plan on April 16, 2015.  
Staff will provide an oral report to the full Board of Supervisors on the Action Plan. Key elements of the Action Plan are the Framework which aligns with the Office of Juvenile Justice and Delinquency Programs (OJJDP) model for gang violence prevention and reduction, and the indicators which include implementation of a public health approach by addressing root causes and the social determinants of health that lead to gang involvement and gang violence (see attached).
The indicators for the initiative have been selected based on the following criteria;
·      Relevance to the goal of the Monterey County Gang Violence Prevention Initiative - to create opportunities for building safe and thriving communities by addressing contributing risk factors and root causes that lead to gang violence,
·      The availability of reliable and consistent data sources that are directly tied to the indicator,
·      Indicators that allow us to determine reasonable timeframe expectation for the indicator's impact, whether it be short term or long term outcomes,
·      Indicators that are specific and precise enough to determine an outcome's attribution to the strategies used.
The Framework outlines the initiative's multi-pronged approach to coordinating efforts within County departments, with external community partners and in alignment with other Collective Impact initiatives in the County (i.e.: Early Childhood Development Initiative, Literacy Campaign, Bright Futures/Cradle to Career Initiative, Health in All Policies).

Partners of the Monterey County Gang Violence Prevention Initiative include: District Attorney's Office, Public Defender's Office, Probation Department, Sheriff's Department, Department of Social Services, Economic Development Department, Health Department, Behavioral Health Bureau, and the Monterey County Free Libraries. Community Partners include: City of Seaside, Blue Ribbon Task Force, City of Salinas, CASP, City of Gonzales, and Four Cities for Peace and California Endowment's East Salinas Building Healthy Communities.
 
FINANCING:
Accepting this oral report has no impact on the County General Fund Contribution at this time.
