b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute Amendment No. 6 to Agreement No. A-12497.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve Amendment No. 6 to Agreement No. A-12497 with Disaster Kleenup Specialists for Goods and/or Services Involving Hazardous Materials to continue to provide preventative maintenance and on-call services at County-wide facilities and to increase the amount of $180,000 by $50,000 for a total amount not to exceed $230,000 with no extension to the Agreement’s term of July 1, 2011 to June 30, 2017; and

b.                     Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute Amendment No. 6 to Agreement No. A-12497.

 

SUMMARY/DISCUSSION:

The Resource Management Agency (RMA) desires that Disaster Kleenup Specialist (DKS) continue to provide services associated with preventative maintenance and on-call services involving hazardous materials at County-wide facilities. Emergency building services are precipitated by unanticipated events, such as floods, fire, or concealed damage.  Continued abatement services are required for proper treatment of mold, asbestos, and lead paint encountered in the course of repairs and maintenance to County facilities.

 

The original Agreement with DKS was entered into in FY2011-12 for $50,000, with an initial term from July 1, 2011 through June 30, 2013.  The Board of Supervisors has approved five (5) amendments, which included contract increases of $130,000 for a total not to exceed contract limit of $180,000, term extensions through June 30, 2017, and various revisions to prevailing wage rates.  The County has spent $177,885 of the DKS contract, leaving a remaining balance of $2,115.  Annual costs over the life of the contract have varied from $70,600 to $6,500. 

 

Amendment No. 6 to the Agreement with DKS will increase the not to exceed amount of $180,000 by $50,000 for a total amount not to exceed $230,000 with no extension to the Agreement’s term to June 30, 2017.   This will be the final amendment to the Agreement with DKS.  Before the Agreement expires, staff will work with Contracts Purchasing to procure future preventative maintenance and on-call services.

 

Attachment A provides a summary of the Agreement to date.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel, Auditor-Controller Office, and Risk Management Office have reviewed and approved Amendment No. 6 as to form and legality, and fiscal and insurance provisions, respectively.

 

FINANCING:

No additional General Fund appropriations are being requested as a result of this amendment. The costs associated with operations and maintenance services provided under Amendment No. 6 are included in the RMA approved Fiscal Year 2016-17 annual budget.  Potential costs associated with this agreement are anticipated to be funded within the General Fund 001 RMA - Facilities Maintenance, Unit 8176, Appropriation Unit RMA006 and RMA - Facilities Project Fund 401, Unit 8184, Appropriation Unit RMA004 budget allocations.
