a. Approve and authorize the Acting Director of the Department of Social Services to sign an agreement with United Way Monterey County for $116,743 to provide community service/volunteer placement and job coordination services to CalWORKs Welfare-To-Work customers for the period July 1, 2019 through June 30, 2020; and
b. Authorize the Acting Director or the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($11,674) of the original contract amount and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Acting Director of the Department of Social Services to sign an agreement with United Way Monterey County for $116,743 to provide community service/volunteer placement and job coordination services to CalWORKs Welfare-To-Work customers for the period July 1, 2019 through June 30, 2020; and
b. Authorize the Acting Director or the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($11,674) of the original contract amount and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
The United Way Monterey County (UWMC) Volunteer Center develops and monitors volunteer community service opportunities for CalWORKs customers who need additional employment experiences to successfully compete for unsubsidized employment in the public and private sectors. The goal of the CalWORKs volunteer/community service program is to enhance and develop participants’ employment skills to support readiness for unsubsidized employment.
UWMC will provide volunteer/community service placement, training, supervision, intensive case management and performance evaluations for 215 eligible CalWORKs Welfare-To-Work (WTW) customers. Volunteer/Community Service positions will be offered at UWMC developed locations throughout Monterey County. United Way Community Outreach Associates assists customers with volunteer/community service placements designed to provide experience and training that supports transition into unsubsidized, or partially subsidized positions as soon as the customer is determined to be ready for employment.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.
FINANCING:
This agreement is funded by the CalWORKs Single Allocation. Sufficient appropriations and estimated revenues for SOC005 are included in the FY 2019-20 Recommended Budget.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This agreement correlates to the Economic Development and Health & Human Services Strategic Initiatives adopted by the Board of Supervisors by providing training and job skills to 215 CalWORKs WTW customers. The skills and experience gained will lead to broader employment opportunities which can result in improved overall quality of life.
