b. Authorizing submittal of the approved Operational and Staffing Plan to the Board of State and Community Corrections for State approval; and
c. Authorizing and directing the County Administrative Officer, Resource Management Director, and Chief Probation Officer to take such other further actions as may be necessary or appropriate to meet State milestone requirements as defined under the SB 81 2007 Youthful Offender Rehabilitative Facility Financing Program.

RECOMMENDATION:
It is recommended that the Board of Supervisors adopt a Resolution:
a. Approving the Operational and Staffing Plan for the New Juvenile Hall Project No. 8811;
b. Authorizing submittal of the approved Operational and Staffing Plan to the Board of State and Community Corrections for State approval; and
c. Authorizing and directing the County Administrative Officer, Resource Management Agency Director, and Chief Probation Officer to take such other further actions as may be necessary or appropriate to meet State milestone requirements as defined under the SB 81 2007 Youthful Offender Rehabilitative Facility Financing Program.
SUMMARY:
Staff is asking the Board of Supervisors to adopt a Resolution consistent with requirements of the Board of State and Community Corrections (BSCC). This Resolution would (a) approve the Operational and Staffing Plan for the New Juvenile Hall, Project 8811 (Project); (b) authorize the submittal of the board-approved Operational and Staffing Plan to the for approval; and (c) direct the CAO, Resource Management Agency Director, and Chief Probation Officer to take such other further actions as may be necessary or appropriate to meet State milestone requirements as defined under the SB 81 2007 Youthful Offender Rehabilitative Facility Financing Program.
DISCUSSION:
The Project will replace the original 1950 facility. The new facility will be constructed in phases with existing buildings to be demolished to make way for a new recreation yard and support buildings. Upon completion, the 120-bed facility will provide ≈64,059 square feet (sf) of total building area and ≈100,108 sf of site improvements on ≈9.2 acres of county-owned land at 1420 Natividad Road, Salinas, CA. Construction is scheduled to begin in June 2016, with completion in July, 2018.
The Operational and Staffing Plan is an overview of the proposed operations for the New Juvenile Hall campus-style facility and the amount of planned staff required to operate the new facility from FY 2018 projected to FY 2043. This document is a living document that allows for the incorporation of change over time, as changes occur in operating expenses, scheduling or staff. The Staffing plan shows a total staff need of 80 for the new facility compared to the present staffing of 76.
On May 19, 2015, the Board of Supervisors adopted a Mitigated Negative Declaration and Mitigation Monitoring Reporting Program for the Project in compliance with the California Environmental Quality Act.
RMA-Public Works anticipates sending a report to the Board of Supervisors requesting approval of final Working Drawings and authorization to issue for bid on December 15, 2015.
OTHER AGENCY INVOLVEMENT:
The Monterey County Probation Department coordinated with RMA-Public Works and continues to work jointly with the Board of State and Community Corrections to meet all State-mandated milestones to maintain the conditional award of the Project.
FINANCING:
On January 15, 2013, the Board approved a Five-Year CIP financing plan, which includes this Project. In addition to a $35 Million State grant, the County has contributed $17.792 Million from Fund 404, for a total project cost of $52,791,824.
