RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health or Assistant Director of Health to execute Amendment No. 8 to Mental Health Services Agreement A-13221 with Interim, Inc. to revise the total Agreement amount from $70,079,464 to $70,395,812 which represents an increase of $316,348 consisting of one-time Coronavirus Aid, Relief, and Economic Security Act (“CARES Act”) funds for FY 2020-21.
SUMMARY/DISCUSSION:
Monterey County has contracted with Interim, Inc. for over four decades to provide residential and day treatment programs, supportive housing, homeless outreach, supported education and employment services, peer navigation and community-based wellness and recovery activities that provide normalizing experiences for adults with serious mental illnesses, many of who also have co-occurring substance abuse disorders. This Amendment No. 8 adds one-time funds from the Coronavirus Aid, Relief, and Economic Security Act (“CARES Act”) to help mitigate the cost overruns incurred by Interim, Inc. due to the COVID-19 pandemic.
This Agreement contains the County’s standard 30-day “no cause” provision (Section IV.B.) and a defunding provision (Section IV.D.), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.
This work supports the Monterey County Health Department 2018-2022 Strategic Plan initiative: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one or more of the ten essential public health services, specifically:
V7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

This Amendment No. 8 adds $316,348 in one-time funds from the Coronavirus Aid, Relief, and Economic Security Act (“CARES Act”). There are sufficient appropriations in the Health Department’s (023-HEA012-8410) FY 2020-21 Approved Budget.
