RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and Authorize the Monterey County Sheriff or his designee to sign a Memorandum of Understanding, February 1, 2022 thru August 31, 2022, and all related documentation on behalf of the County for the Medication Assisted Treatment Expansion Project 2.0 with the Health Management Associates, Inc., to receive grant funds in the amount of $70,000.
SUMMARY/DISCUSSION:
The California Department of Health Care Services has been awarded a grant in response to the State Opioid Response and wants to partner with the Monterey County Sheriff’s Office (MCSO) again via Health Management Associates, Inc. The Medication Assisted Treatment Expansion Project 2.0 (MAT) provides direct grant funding to assist in running the program. These funds are intended to assist in providing support to staff, crisis planning, community transition, screening and assessments in County Jails, which would consist of intake, counseling medication, etc. The MCSO is a supportive partner in trying to provide incarcerated inmates with services they need within the County Jail. Currently, the MCSO is working with the Department of Behavioral Health to formalize a MAT program and continues to search for grant funding to offset the cost.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed the MOU as to form and the Auditor Controller for payment provisions. The Department of Behavioral of Health has reviewed and requests approval.
FINANCING:
The requested increase in Appropriations for FY 2021-22, in the amount of $70,000, (which was submitted to the Budget Committee on December 16, 2021 and supported) will be financed by an increase in revenues financed by a grant from California Department of Health Care Services via Health Management Associates. There is no impact to the General Fund contribution.
