RECOMMENDATION:
It is recommended that the Board of Supervisors approve and authorize the Contracts/Purchasing Officer to sign Amendment #2 to Agreement A-10833 with California Forensic Medical Group, Inc. (CFMG) for increased staffing to allow for a nurse to provide medical intake services at the Adult Detention Facility of Monterey County.
 
SUMMARY/DISCUSSION:
The Sheriff's Office recommends amending Agreement A-10833 with California Forensic Medical Group (CFMG) to allow for the provision of a nurse to conduct medical intake screening at the Monterey County Jail.  The Sheriff's Office recommends the increased medical staffing as a response to the changes to medical and mental health requirements of inmates due to impacts of the State Public Safety Realignment.  
 
CFMG is the current medical services provider for inmates at the County Jail.  The services include medical, mental health and dental services.  Changes in the inmate population due to Public Safety Realignment have increased the number of complex medical conditions being seen in the County jail.  The cost of providing medical and mental health care to the inmates of the Monterey County jail has also increased dramatically. Having a nurse conduct medical intake will also free up deputies for other vital services within the jail.  
 
OTHER AGENCY INVOLVEMENT:
The County Administrative Office and County Counsel have reviewed and concur with the recommendation.
 
FINANCING:
Approval of the Amendment to the Agreement A-18033 with CFMG to provide for a medical intake nurse in the County Jail will result in an increase cost of $667,551 per year.  The additional expenditure will come from the existing Community Corrections Partnership (CCP) allocations within the Sheriff's Office.
