RECOMMENDATION:

 

It is recommended the Board of Supervisors:

 

Authorize the Deputy Purchasing Agent or his designee for Natividad Medical Center (NMC) to execute Agreements with Hammel, Green and Abrahmsom, Inc., Nichols, Melburg & Rosetto, The Stinnett Group, LLP,  Kasavan Architects, and Wald, Ruhnke & Dost Architects, LLP pursuant to the Request for Qualifications (RFQ) #9600-63, each with a term of March 1, 2016 through February 28, 2021, with a total aggregate amount for all Agreements not to exceed $500,000 in FY 2015-2016, $1,000,000 in FY 2016-2017, $1,000,000 in FY 2017-2018, $1,000,000 in FY 2018-2019, $1,000,000 in FY 2019-2020, and $1,000,000 in FY 2020-2021.

 

SUMMARY/DISCUSSION:

 

The Master Agreement for architectural services is a five (5) year agreement that will be utilized by Natividad Medical Center for contracting professional and qualified resources.  The Master Agreement shall allow NMC to contract professionals to assist with completing building improvement projects. Inclusion on this Master Agreement does not guarantee award of any projects.

The Request for Qualifications (RFQ) #9600-63 for architectural services was solicited for on September 4, 2015 and six architectural service firms have replied submitting their qualifications. NMC has identified the top five qualified architectural firms (listed below). The highest ranking firms based on ranking by the NMC Selection Committee and, in conformance with State laws regarding qualification-based selection, shall be invited to be listed on the master agreement to provide architectural services at Natividad Medical Center.

 

                     Hammel, Green and Abrahmsom, Inc.

                     Nichols, Melburg & Rosetto

                     The Stinnett Group, LLP

                     Kasavan Architects

                     Wald, Ruhnke & Dost Architects, LLP

 

Architectural services including but not limited to the following types of projects:

 

                     Facility Exterior Modifications/Remodels Planning, assessments, calculations, studies, specification preparation, plan preparation, estimating, designing, and drafting of work such as but not limited to:

o                     Door and window replacement including case work,

o                     Exterior walls replacement or repair such as EFIS, stucco, cast concrete, painting etc.,

o                     Determine structural modifications/evaluations,

o                     Historical buildings repair, and enhancement, and

o                     Permitting if needed, public involvement coordination, and other tasks as necessary.

 

                     Facility Interior Modifications/Remodels Planning, assessments, calculations, studies, specification preparation, plan preparation, estimating, designing, and drafting of work such as but not limited to:

o                     Space planning/programming

o                     Office space remodels, modular furniture design, installation, and modifications

o                     Interior finishes,

o                     Window treatments,

o                     Determine structural modifications/evaluations,

o                     Mechanical, electrical and/or plumbing (MEP) evaluations, repair, or replacement,

o                     Medical/Imaging Equipment Replacement,

o                     Elevator and/or hoist modifications/evaluations, and

o                     Permitting if needed, public involvement coordination, and other tasks as necessary.

 

                     Roofing Repairs/Replacements Planning, assessments, calculations, studies, specification preparation, plan preparation, estimating, designing, and drafting of work such as but not limited to:

o                     Built-up,

o                     Composition, and

o                     Standing metal seam

o                     Shake and/or shingled roofing

o                     Spray polyurethane foam-based (SPF) roof systems

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel has reviewed and approved the RFQ and the Agreement template as to legal form and risk provisions, and the Auditor-Controller has reviewed and approved the Agreement template as to payment provisions. This Agreement template was submitted for and included on the December 17, 2015 NMC Finance Committee agenda; however the NMC Finance Committee meeting for this date was cancelled. The Agreement template was reviewed and approved by NMC’s Board of Trustees on January 8, 2016.

 

FINANCING:

 

The cost for these Agreements is a total aggregate of $1,000,000 per fiscal year. $500,000 is included in the Adopted Budget for FY15-16. Amounts for remaining years of the Agreement will be included in those budgets as appropriate. There is no impact to the General Fund.
